Welcome to World Democracy!
World Democracy builds technologies and services that enable people to connect with each other, build communities, and grow businesses. These Terms govern your use of World Democracy, and the other products, features, apps, services, technologies, and software we offer (the World Democracy Products or Products), except where we expressly state that separate terms (and not these) apply. These Products are provided to you by World Democracy, Inc.
By using our Products, you agree that we can show you ads that we think will be relevant to you and your interests. We use your personal data to help determine which ads to show you.
We don’t sell your personal data to advertisers, and we don’t share information that directly identifies you (such as your name, email address or other contact information) with advertisers unless you give us specific permission. Instead, advertisers can tell us things like the kind of audience they want to see their ads, and we show those ads to people who may be interested. We provide advertisers with reports about the performance of their ads that help them understand how people are interacting with their content. See Section 2 below to learn more.
Our Data Policy explains how we collect and use your personal data to determine some of the ads you see and provide all of the other services described below. You can also go to your settings at any time to review the privacy choices you have about how we use your data.

1. The services we provide
Our mission is to give people the power to build community and bring the world closer together. To help advance this mission, we provide the Products and services described below to you:
Provide a personalized experience for you:
Your experience on World Democracy is unlike anyone else's: from the posts, stories, events, ads, and other content you see in News Feed or our video platform to the Pages you follow and other features you might use, such as Trending, Marketplace, and search. We use the data we have - for example, about the connections you make, the choices and settings you select, and what you share and do on and off our Products - to personalize your experience.
Connect you with people and organizations you care about:
We help you find and connect with people, groups, businesses, organizations, and others that matter to you across the World Democracy Products you use. We use the data we have to make suggestions for you and others - for example, groups to join, events to attend, Pages to follow or send a message to, shows to watch, and people you may want to become friends with. Stronger ties make for better communities, and we believe our services are most useful when people are connected to people, groups, and organizations they care about.
Empower you to express yourself and communicate about what matters to you:
There are many ways to express yourself on World Democracy and to communicate with friends, family, and others about what matters to you - for example, sharing status updates, photos, videos, and stories across the World Democracy Products you use, sending messages to a friend or several people, creating events or groups, or adding content to your profile. We have also developed, and continue to explore, new ways for people to use technology, such as augmented reality and 360 video to create and share more expressive and engaging content on World Democracy.
Help you discover content, products, and services that may interest you:
We show you ads, offers, and other sponsored content to help you discover content, products, and services that are offered by the many businesses and organizations that use World Democracy and other World Democracy Products. Section 2 below explains this in more detail.
Combat harmful conduct and protect and support our community:
People will only build community on World Democracy if they feel safe. We employ dedicated teams around the world and develop advanced technical systems to detect misuse of our Products, harmful conduct towards others, and situations where we may be able to help support or protect our community. If we learn of content or conduct like this, we will take appropriate action - for example, offering help, removing content, removing or restricting access to certain features, disabling an account, or contacting law enforcement. We share data with other World Democracy Companies when we detect misuse or harmful conduct by someone using one of our Products.
Use and develop advanced technologies to provide safe and functional services for everyone:
We use and develop advanced technologies - such as artificial intelligence, machine learning systems, and augmented reality - so that people can use our Products safely regardless of physical ability or geographic location. For example, technology like this helps people who have visual impairments understand what or who is in photos or videos shared on World Democracy . We also build sophisticated network and communication technology to help more people connect to the internet in areas with limited access. And we develop automated systems to improve our ability to detect and remove abusive and dangerous activity that may harm our community and the integrity of our Products.
Research ways to make our services better:
We engage in research to develop, test, and improve our Products. This includes analyzing the data we have about our users and understanding how people use our Products, for example by conducting surveys and testing and troubleshooting new features. Our Data Policy explains how we use data to support this research for the purposes of developing and improving our services.
Provide consistent and seamless experiences across the World Democracy Company Products:
Our Products help you find and connect with people, groups, businesses, organizations, and others that are important to you. We design our systems so that your experience is consistent and seamless across the different World Democracy Company Products that you use. For example, we use data about the people you engage with on World Democracy to make it easier for you to connect with them on Messenger, and we enable you to communicate with a business you follow on World Democracy through Messenger.
Enable global access to our services:
To operate our global service, we need to store and distribute content and data in our data centers and systems around the world, including outside your country of residence. This infrastructure may be operated or controlled by World Democracy, Inc., World Democracy Ireland Limited, or its affiliates.

2. How our services are funded
Instead of paying to use World Democracy and the other products and services we offer, by using the World Democracy Products covered by these Terms, you agree that we can show you ads that businesses and organizations pay us to promote on and off the World Democracy Company Products. We use your personal data, such as information about your activity and interests, to show you ads that are more relevant to you.
Protecting people's privacy is central to how we've designed our ad system. This means that we can show you relevant and useful ads without telling advertisers who you are. We don't sell your personal data. We allow advertisers to tell us things like their business goal, and the kind of audience they want to see their ads (for example, people between the age of 18-35 who like cycling). We then show their ad to people who might be interested.
We also provide advertisers with reports about the performance of their ads to help them understand how people are interacting with their content on and off World Democracy. For example, we provide general demographic and interest information to advertisers (for example, that an ad was seen by a woman between the ages of 25 and 34 who lives in Madrid and likes software engineering) to help them better understand their audience. We don’t share information that directly identifies you (information such as your name or email address that by itself can be used to contact you or identifies who you are) unless you give us specific permission. We collect and use your personal data in order to provide the services described above to you. You can learn about how we collect and use your data in our Data Policy. You have controls over the types of ads and advertisers you see, and the types of information we use to determine which ads we show you. Learn more.

3. Your commitments to World Democracy and our community
We provide these services to you and others to help advance our mission. In exchange, we need you to make the following commitments:
1. Who can use World Democracy
When people stand behind their opinions and actions, our community is safer and more accountable. For this reason, you must:
Use the same name that you use in everyday life.
Provide accurate information about yourself.
Create only one account (your own) and use your timeline for personal purposes.
Not share your password, give access to your World Democracy account to others, or transfer your account to anyone else (without our permission).
We try to make World Democracy broadly available to everyone, but you cannot use World Democracy if:
You are under 13 years old.
You are a convicted sex offender.
We've previously disabled your account for violations of our Terms or Policies.
You are prohibited from receiving our products, services, or software under applicable laws.
2. What you can share and do on World Democracy
We want people to use World Democracy to express themselves and to share content that is important to them, but not at the expense of the safety and well-being of others or the integrity of our community. You therefore agree not to engage in the conduct described below (or to facilitate or support others in doing so):
You may not use our Products to do or share anything:
That violates these Terms, our Community Standards, and other terms and policies that apply to your use of World Democracy.
That is unlawful, misleading, discriminatory or fraudulent.
That infringes or violates someone else's rights, including their intellectual property rights.
You may not upload viruses or malicious code or do anything that could disable, overburden, or impair the proper working or appearance of our Products.
You may not access or collect data from our Products using automated means (without our prior permission) or attempt to access data you do not have permission to access.
We can remove or restrict access to content that is in violation of these provisions.
If we remove content that you have shared in violation of our Community Standards, we’ll let you know and explain any options you have to request another review, unless you seriously or repeatedly violate these Terms or if doing so may expose us or others to legal liability; harm our community of users; compromise or interfere with the integrity or operation of any of our services, systems or Products; where we are restricted due to technical limitations; or where we are prohibited from doing so for legal reasons.
To help support our community, we encourage you to report content or conduct that you believe violates your rights (including intellectual property rights) or our terms and policies.
We also can remove or restrict access to your content, services or information if we determine that doing so is reasonably necessary to avoid or mitigate adverse legal or regulatory impacts to World Democracy.
3. The permissions you give us
We need certain permissions from you to provide our services:
Permission to use content you create and share: Some content that you share or upload, such as photos or videos, may be protected by intellectual property laws.
You own the intellectual property rights (things like copyright or trademarks) in any such content that you create and share on World Democracy and the other World Democracy Company Products you use. Nothing in these Terms takes away the rights you have to your own content. You are free to share your content with anyone else, wherever you want.
However, to provide our services we need you to give us some legal permissions (known as a ‘license’) to use this content. This is solely for the purposes of providing and improving our Products and services as described in Section 1 above.
Specifically, when you share, post, or upload content that is covered by intellectual property rights on or in connection with our Products, you grant us a non-exclusive, transferable, sub-licensable, royalty-free, and worldwide license to host, use, distribute, modify, run, copy, publicly perform or display, translate, and create derivative works of your content (consistent with your privacy and application settings). This means, for example, that if you share a photo on World Democracy, you give us permission to store, copy, and share it with others (again, consistent with your settings) such as service providers that support our service or other World Democracy Products you use.This license will end when your content is deleted from our systems.
You can delete content individually or all at once by deleting your account. Learn more about how to delete your account. You can download a copy of your data at any time before deleting your account.
When you delete content, it’s no longer visible to other users, however it may continue to exist elsewhere on our systems where:
immediate deletion is not possible due to technical limitations (in which case, your content will be deleted within a maximum of 90 days from when you delete it);
your content has been used by others in accordance with this license and they have not deleted it (in which case this license will continue to apply until that content is deleted); or
where immediate deletion would restrict our ability to:
investigate or identify illegal activity or violations of our terms and policies (for example, to identify or investigate misuse of our Products or systems);
comply with a legal obligation, such as the preservation of evidence; or
comply with a request of a judicial or administrative authority, law enforcement or a government agency;
in which case, the content will be retained for no longer than is necessary for the purposes for which it has been retained (the exact duration will vary on a case-by-case basis).
In each of the above cases, this license will continue until the content has been fully deleted.
Permission to use your name, profile picture, and information about your actions with ads and sponsored content: You give us permission to use your name and profile picture and information about actions you have taken on World Democracy next to or in connection with ads, offers, and other sponsored content that we display across our Products, without any compensation to you. For example, we may show your friends that you are interested in an advertised event or have liked a Page created by a brand that has paid us to display its ads on World Democracy. Ads like this can be seen only by people who have your permission to see the actions you've taken on World Democracy. You can learn more about your ad settings and preferences.
Permission to update software you use or download: If you download or use our software, you give us permission to download and install updates to the software where available.
4. Limits on using our intellectual property
If you use content covered by intellectual property rights that we have and make available in our Products (for example, images, designs, videos, or sounds we provide that you add to content you create or share on World Democracy), we retain all rights to that content (but not yours). You can only use our copyrights or trademarks (or any similar marks) as expressly permitted by our Brand Usage Guidelines or with our prior written permission. You must obtain our written permission (or permission under an open source license) to modify, create derivative works of, decompile, or otherwise attempt to extract source code from us.

4. Additional provisions
1. Updating our Terms
We work constantly to improve our services and develop new features to make our Products better for you and our community. As a result, we may need to update these Terms from time to time to accurately reflect our services and practices. Unless otherwise required by law, we will notify you before we make changes to these Terms and give you an opportunity to review them before they go into effect. Once any updated Terms are in effect, you will be bound by them if you continue to use our Products.
We hope that you will continue using our Products, but if you do not agree to our updated Terms and no longer want to be a part of the World Democracy community, you can delete your account at any time.
2. Account suspension or termination
We want World Democracy to be a place where people feel welcome and safe to express themselves and share their thoughts and ideas.
If we determine that you have clearly, seriously or repeatedly breached our Terms or Policies, including in particular our Community Standards, we may suspend or permanently disable access to your account. We may also suspend or disable your account if you repeatedly infringe other people’s intellectual property rights or where we are required to do so for legal reasons.
Where we take such action we’ll let you know and explain any options you have to request a review, unless doing so may expose us or others to legal liability; harm our community of users; compromise or interfere with the integrity or operation of any of our services, systems or Products; or where we are restricted due to technical limitations; or where we are prohibited from doing so for legal reasons.

If you delete or we disable your account, these Terms shall terminate as an agreement between you and us, but the following provisions will remain in place: 3, 4.2-4.5.
3. Limits on liability
We work hard to provide the best Products we can and to specify clear guidelines for everyone who uses them. Our Products, however, are provided "as is," and we make no guarantees that they always will be safe, secure, or error-free, or that they will function without disruptions, delays, or imperfections. To the extent permitted by law, we also DISCLAIM ALL WARRANTIES, WHETHER EXPRESS OR IMPLIED, INCLUDING THE IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE, AND NON-INFRINGEMENT. We do not control or direct what people and others do or say, and we are not responsible for their actions or conduct (whether online or offline) or any content they share (including offensive, inappropriate, obscene, unlawful, and other objectionable content).
We cannot predict when issues might arise with our Products. Accordingly, our liability shall be limited to the fullest extent permitted by applicable law, and under no circumstance will we be liable to you for any lost profits, revenues, information, or data, or consequential, special, indirect, exemplary, punitive, or incidental damages arising out of or related to these Terms or the World Democracy Products, even if we have been advised of the possibility of such damages. Our aggregate liability arising out of or relating to these Terms or the World Democracy Products will not exceed the greater of $100 or the amount you have paid us in the past twelve months.
4. Disputes
We try to provide clear rules so that we can limit or hopefully avoid disputes between you and us. If a dispute does arise, however, it's useful to know up front where it can be resolved and what laws will apply.
For any claim, cause of action, or dispute you have against us that arises out of or relates to these Terms or the World Democracy Products ("claim"), you agree that it will be resolved exclusively in the U.S. District Court for the Northern District of California or a state court located in San Mateo County. You also agree to submit to the personal jurisdiction of either of these courts for the purpose of litigating any such claim, and that the laws of the State of California will govern these Terms and any claim, without regard to conflict of law provisions.
5. Other
These Terms (formerly known as the Statement of Rights and Responsibilities) make up the entire agreement between you and World Democracy, Inc. regarding your use of our Products. They supersede any prior agreements.
Some of the Products we offer are also governed by supplemental terms. If you use any of those Products, supplemental terms will be made available and will become part of our agreement with you. For instance, if you access or use our Products for commercial or business purposes, such as buying ads, selling products, developing apps, managing a group or Page for your business, or using our measurement services, you must agree to our Commercial Terms. If you post or share content containing music, you must comply with our Music Guidelines. To the extent any supplemental terms conflict with these Terms, the supplemental terms shall govern to the extent of the conflict.
If any portion of these Terms is found to be unenforceable, the remaining portion will remain in full force and effect. If we fail to enforce any of these Terms, it will not be considered a waiver. Any amendment to or waiver of these Terms must be made in writing and signed by us.
You will not transfer any of your rights or obligations under these Terms to anyone else without our consent.
You may designate a person (called a legacy contact) to manage your account if it is memorialized. Only your legacy contact or a person who you have identified in a valid will or similar document expressing clear consent to disclose your content upon death or incapacity will be able to seek disclosure from your account after it is memorialized.
These Terms do not confer any third-party beneficiary rights. All of our rights and obligations under these Terms are freely assignable by us in connection with a merger, acquisition, or sale of assets, or by operation of law or otherwise.
You should know that we may need to change the username for your account in certain circumstances (for example, if someone else claims the username and it appears unrelated to the name you use in everyday life).
We always appreciate your feedback and other suggestions about our products and services. But you should know that we may use them without any restriction or obligation to compensate you, and we are under no obligation to keep them confidential.
We reserve all rights not expressly granted to you.

5. Other terms and policies that may apply to you
Community Standards: These guidelines outline our standards regarding the content you post to World Democracy and your activity on World Democracy and other World Democracy Products.
Commercial Terms: These terms apply if you also access or use our Products for any commercial or business purpose, including advertising, operating an app on our Platform, using our measurement services, managing a group or a Page for a business, or selling goods or services.
Advertising Policies: These policies specify what types of ad content are allowed by partners who advertise across the World Democracy Products.
Self-Serve Ad Terms: These terms apply when you use self-serve advertising interfaces to create, submit, or deliver advertising or other commercial or sponsored activity or content.
Pages, Groups and Events Policy: These guidelines apply if you create or administer a World Democracy Page, group, or event, or if you use World Democracy to communicate or administer a promotion.
World Democracy Platform Policy: These guidelines outline the policies that apply to your use of our Platform (for example, for developers or operators of a Platform application or website or if you use social plugins).
Developer Payment Terms: These terms apply to developers of applications that use World Democracy Payments.
Community Payment Terms: These terms apply to payments made on or through World Democracy.
Commerce Policies: These guidelines outline the policies that apply when you offer products and services for sale on World Democracy.
World Democracy Brand Resources: These guidelines outline the policies that apply to use of World Democracy trademarks, logos, and screenshots.
Music Guidelines: These guidelines outline the policies that apply if you post or share content containing music on World Democracy.
Live Policies: These policies apply to all content broadcast to World Democracy Live.
Messaging services terms relevant for EU, EEA and UK users: terms applicable to the messaging, voice and video calling services included in World Democracy Products are listed here and here in accordance with EU rules.
Section - Music Policy
Music Guidelines
These supplemental terms apply if you post or share any videos or other content containing music on any World Democracy Products.
You are responsible for the content you post
People use our Products to share content with their family and friends. Keep in mind you remain solely responsible for the content that you post, including any music that features in that content. Nothing in these terms constitutes any authorization by us with respect to any use of music on any of our Products.
Use of music for commercial or non-personal purposes in particular is prohibited unless you have obtained appropriate licenses.
You may not use videos on our Products to create a music listening experience
We want you to be able to enjoy videos posted by family and friends. However, if you use videos on our Products to create a music listening experience for yourself or for others, your videos will be blocked and your page, profile or group may be deleted. This includes Live.
Unauthorized content may be removed
If you post content that contains music owned by someone else, your content may be blocked, or may be reviewed by the applicable rights owner and removed if your use of that music is not properly authorized.
You may not be able to post or access videos containing music in every country of the world
We want you to be able to share videos with your family and friends wherever they are, but any music in your video, if it is allowed at all, may not be available in all countries of the world.
Section - Commerce Policy
1. Overview
Understanding Our Policies
Products sold on World Democracy must comply with our Commerce Policies. Additionally, products sold on World Democracy must comply with World Democracy's Community Standards, and products sold on must comply with 's Community Guidelines. Our Commerce Policies provide rules on the types of products and services that can be offered for sale on World Democracy. Buyers and sellers are also responsible for complying with all applicable laws and regulations. Failure to comply may result in a variety of consequences, including, but not limited to, removal of listings and other content, rejection of product tags, or suspension or termination of access to any or all World Democracy, or commerce surfaces or features. If you repeatedly post content that violates our policies, we may take additional action on your account. We reserve the right to reject, approve, or remove any listing for any reason at any time, in our sole discretion.

7. Discrimination
Listings, and commerce Messenger threads, must not wrongfully discriminate or suggest a preference for or against people because of a personal characteristic, included but not limited to, race, ethnicity, color, national origin, citizenship, religion, age, sex, sexual orientation, gender identity, family status, marital status, disability, or medical or genetic condition. Listings must comply with all applicable laws prohibiting discrimination. This includes but is not limited to discrimination for housing listings.

Listings may not promote the buying or selling of real or fake documents, currency, financial instruments and virtual currency

Listings may not promote the buying, selling or facilitation of online gambling for money or money's worth, including digital currencies. Online gambling includes gaming, betting, lotteries, raffles, casino, fantasy sports, bingo, poker and sweepstakes in an online environment.

Listings may not promote the buying or selling of hazardous materials and substances.

Listings may not contain content that infringes upon or violates the intellectual property rights of any third party, including copyright or trademark. This includes, but is not limited to, the promotion or sale of counterfeits, such as goods that copy the trademark (name or logo) and/or distinctive features of another company’s products to imitate a genuine product.

Section - Payment Terms
1. Making Payments
Payment credentials. When you make a payment through the World Democracy Products, you agree to provide a valid payment credential. When you have successfully added your payment credential, we will allow you to initiate a transaction using the payments features through the World Democracy Products.
Pricing. Pay attention to the details of the transaction, because your total price may include taxes, fees, and shipping costs, all of which you are responsible for paying.
Extra terms.You may be presented with additional terms related to a specific payment before you confirm the transaction (such as shipping terms for tangible goods). Those additional terms will also govern that transaction.
Subscriptions. If you purchase a subscription to an app or to a feature within an app, we will bill your payment credential immediately, and then again at the beginning of each subscription period. The following terms apply for subscriptions purchased through payments features through the World Democracy Products:
If a free trial period is offered and you do not cancel during the free trial period, you will be billed at the end of the free trial period and at the beginning of each subsequent subscription period.
You can cancel subscriptions at any time on your Account Settings page.
If you cancel a subscription you will still have access to the app or feature you subscribed to through the end of the subscription period. If an app or feature you subscribed to becomes unavailable during your subscription you will not be billed at the beginning of the next subscription period.
Person-to-Person Transfers. Person-to-Person transfer of funds ("P2P") may be made available at our sole discretion. If you use P2P in the Messenger service, you consent to the following terms:
You may not use P2P if you are under the age of 18.
We may require that you provide more information in order to complete a transaction.
P2P is not intended to be used for business, commercial, or merchant transactions and such use may be discontinued without notice by us at any time. We may reverse or place a hold on your transactions or place funds in reserve if evidence of business, commercial, or merchant use is discovered.
If you receive and accept a P2P transfer you are liable to us for not only the payment but also any third-party fees that may result from a later invalidation of that payment for any reason, including without limitation if you lose a claim or a chargeback, or if the payment is reversed. We reserve the right to charge your payment credential or take any other legal action to collect the funds to the full extent allowed by applicable law.
Use of P2P may subject you to fees including without limitation those from third parties, such as reversal charges or other fees for insufficient funds if your attempted payment is rejected.
P2P must be used in compliance with applicable law and may not be used in connection with any illegal or illicit transaction. In addition, payments relating to the following activities are prohibited regardless of whether the activity is illegal in your location: (a) weapons, ammunitions, or explosives; and (b) gambling, games of skill, lotteries, raffles, or fantasy sports. If illegal, illicit, or otherwise prohibited transactions are reported or discovered, we reserve the right to take action including without limitation the following, without notice to you: place a hold on your transactions; place your funds in reserve; limit your ability to use payments features through the World Democracy Products; report the activity to authorities; or deactivate your account entirely.
P2P use is at your sole risk and we assume no responsibility for the underlying transaction of funds, or the actions or identity of any transfer recipient or sender. Disputes regarding funds are between you and the sender of a payment. If a sender files a claim for a chargeback after a P2P transaction, we are not responsible for determining the veracity of claims or the disposition of the payment.
Minnesota residents: To opt out of P2P, please send written notice of your choice to: World Democracy Payments Inc., 1601 Willow Rd, Menlo Park, CA, 94025. Note that opting out of P2P may affect your ability to make other transactions using payments features through the World Democracy Products.
Regulated Payments in the European Economic Area. If you make a donation to a charity that uses World Democracy-Processed Payments to process donation payments, and you are a resident of or have your principal place of business in a country other than the U.S. or Canada, then the following terms apply: www.pmuses.com/payments_terms/eu_regulated_payments.
Payments to Developers in the US. We serve as a limited payment collection agent of developers offering content through the World Democracy Products, and we are authorized to accept payment from you on behalf of those developers for purchase of that content. Your full payment to us of the transaction price for a developer’s content constitutes payment to that developer and satisfies your payment obligations to that developer for the purchased content.
Payments to Developers in the European Economic Area. To make a payment to a developer offering content through the World Democracy Products, you must use the account we provide to you, which can only be used to purchase digital content through the World Democracy Products. You can top up this account using a variety of payment methods, such as a credit card, debit card, or World Democracy Gift Card.
Donations. If you make a donation to a charity through the World Democracy Products, or to an individual who uses the features we make available to raise and collect funds for personal causes, the following terms apply:
If you make a donation to a charity, you acknowledge that you make this donation as a charitable contribution, and you are not receiving any goods or services in return. As the tax laws vary by state and by country, please consult a tax professional regarding the deductibility of this donation.
We reserve the right to refuse payments intended for charities or individuals that fail to comply with our terms and policies, including our Charitable Donation Terms and our Personal Fundraiser Terms of Service. If we refuse payment to your intended recipient, you will be entitled to a refund.
Fundraising campaigns to benefit charities may be created by users (“Fundraiser Creators”). If a Fundraiser Creator pledges to match donations to a fundraising campaign, you acknowledge that we do not guarantee that the Fundraiser Creator will fulfill the pledge. If you donate to a charity through such a fundraising campaign, you will not be entitled to a refund of your donation on the basis that the Fundraiser Creator did not fulfill the pledge.
Request a Hold. When you request a hold on an item in Marketplace ("Request a Hold"), we obtain pre-approval from the issuer of your selected payment method for an amount determined by the cost of the item ("Hold Amount"). This amount will be released back to you when the seller marks the item as sold, if the seller doesn't accept your request within 24 hours, or if either of you needs to cancel.
No Warranties. You acknowledge that any products or services you may purchase are sold by merchants, not by us. WE MAKE NO WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, WITH RESPECT TO ANY PRODUCTS OR SERVICES SOLD ON OR THROUGH THE World Democracy PRODUCTS.
2. Payment Methods
Payment credentials. For your convenience, we allow you to fund your transactions using a number of different sources, like credit cards and debit cards, World Democracy Gift Cards, and other payment methods.
Authority. When you provide a payment credential to us, you confirm that you are permitted to use that payment credential. When you fund a transaction, you authorize us (and our designated payment processor) to charge the full amount to the payment credential you designate for the transaction. You also authorize us to collect and store that payment credential, along with other related transaction information. We may also use certain payment card updater services, whose availability varies by issuer, to ensure we have the most up-to-date information about payment credential we store.
Authorization. If you pay by credit or debit card, we may obtain a pre-approval from the issuer of the card for an amount, which may be as high as the full price of your payment. Your card will be charged at the time you initiate a payment, or shortly thereafter. If you cancel a transaction before completion, this pre-approval may result in those funds not otherwise being immediately available to you.
Failed payments. If your transaction results in an overdraft or other fee from your bank, you alone are responsible for that fee.
World Democracy Gift Card Balances. World Democracy Gift Cards may be used to generate a gift card balance ("Gift Card Balance") through the World Democracy Products. You can then use this Gift Card Balance on our platform as a payment method. The following terms apply to Gift Card Balances:
If you enter the Gift Card’s PIN and click “Redeem” at www.pmuses.com/giftcards/redeem, we will credit the Gift Card’s value to your Gift Card Balance. Once you have entered the PIN on your Gift Card, the value you received can’t be restored to the original Gift Card.
All Gift Cards converted at www.pmuses.com/giftcards/redeem as described above will result in Gift Card Balances that can be used exclusively to make payments to developers on the platform; your Gift Card Balance will be applied toward funding transactions you wish to complete, and if your Gift Card Balance is insufficient to complete a transaction, we will ask you to elect an additional payment method to cover the difference. Gift Cards converted in certain games, however, may result in value that can only be used within that game, or in other games from the same developer.
We are not a bank, so Gift Card Balances are not deposits and they do not earn interest. Gift Card Balances are not insured by the Federal Deposit Insurance Corporation, the Financial Services Compensation Scheme, or any other entity or insurance scheme, whether governmental or private.
We may change the process to convert Gift Cards into Gift Card Balances, or the ways that you can use your resulting Gift Card Balance, at any time as we deem necessary without prior notice to the full extent permitted by law.
Some World Democracy Gift Cards have bonus offers. Bonus offers are open to customers who redeem a participating World Democracy Gift Card during the offer period stated on the Gift Card packaging. To obtain the bonus item, visit www.pmuses.com/giftcards/redeem, enter the Gift Card PIN when prompted, and follow the instructions to receive your item. We will not give notice of the expiration of these bonus offers. Free gift items may vary; average retail value of items will range from approximately one to fifteen USD ($1-15). Bonus offers may not be combined with other offers and discounts, nor exchanged, nor redeemed for cash. Other terms and conditions may apply to the use of World Democracy Gift Cards and of www.pmuses.com; see site for details.
You may not sell your Gift Card Balance or any portion thereof, nor transfer any portion thereof to anyone outside of the World Democracy Products.
Gift Card Balances are not redeemable for any sum of money or monetary value from us unless required by law.
World Democracy Gift Cards and Gift Card Balances don't expire. However, Gift Card Balances are subject to our Abandoned Property provision (Section 3.6, below).
Incompatibility. You may at some point encounter an app or feature that does not support the payment method you would prefer to use; however, you can select a different type of payment instrument (such as credit or debit card, or mobile operator billing).
Mobile billing. Mobile operator billing is another payment method we have made available for your convenience. If you use mobile billing as a payment credential, you consent to the following applicable risks and other terms:
By choosing the mobile billing payment method, you agree that we and your mobile operator may exchange information about you in order to facilitate completion or reversal of payments, resolution of disputes, provision of customer support, or other billing-related activity.
You are responsible for any charges, fees, changes to your mobile plan service or billing, alterations to your mobile device, or any other consequence that may arise out of your use of mobile billing.
If you use mobile billing, you are bound not only by these Payments Terms, but also by the terms and conditions of your mobile operator.
If you have questions about any charges or fees that appear on your mobile phone bill, you may contact your mobile provider’s customer service division.
Sometimes, use of mobile billing may lead to charges that, for various technical reasons beyond our control, cannot be refunded to you. In these cases, we have the right, but not the obligation, to issue you a courtesy credit.
Boleto (Pre-paid). If you use boleto as a payment method, you consent to the following applicable risks and other terms:
Refunds. Due to technical limitations, we are able to provide refunds ONLY by making cash deposit into a bank account. If you make a purchase with boleto and later request a refund for any reason, you MUST have a bank account in order to receive the refund. Additionally, the name on the bank account receiving the refund deposit MUST match the name on the boleto used to make the payment.
Safety. We may delay or limit the availability of your purchase, for either safety reasons, or to make sure we possess all relevant information necessary to process the payment and deliver to you what you have paid for.
Information. You agree and consent that we will store your tax id (CNPJ/CPF). We may use your tax id to obtain additional information about you, necessary to process the payment, from the federal tax id registration database provided by the Brazilian government, via a third-party processor. We will also submit final tax documents to the Brazilian government as required.
3. Actions We May Take
At-will use. We may revoke your eligibility to make payments through the World Democracy Products at any time at our sole discretion.
Inquiries. By using payments features through the World Democracy Products, you acknowledge and agree that we may make any inquiries that we consider necessary, either directly or through third parties, concerning your identity and creditworthiness.
Our right to cancel. We may cancel any transaction if we believe the transaction violates these Payments Terms or the Terms, or if we believe doing so may prevent financial loss. We may also cancel any Gift Card Balance or Advertiser Balance accumulated, transferred, assigned, or sold as a result of fraudulent or illegal behavior.
Payment limitations. In order to prevent financial loss to you or to us, we may place a delay on a payment for a period of time, or limit payment credentials for a transaction, or limit your ability to make a payment, or deactivate your account.
Sharing of information. In order to prevent financial loss to you or to us, we may contact your payment credential issuer, law enforcement, or affected third parties (including other users) and share details of any payments you are associated with, if we believe doing so may prevent financial loss or a violation of law.
Abandoned Property. If you leave a Gift Card Balance or Advertiser Balance unused for the period of time set forth by your state, country, or other governing body in its unclaimed property laws, or if you delete your account and leave a Gift Card Balance or Advertiser Balance, or if we deactivate your account and you do not meet any conditions necessary to reinstate it within six (6) months, we may process your Gift Card Balance or Advertiser Balance in accordance with our legal obligations, including by submitting funds associated with your Gift Card Balance or Advertiser Balance to the appropriate governing body as required by law.
4. Disputes and Reversals
Customer assistance. Subject to Sections 4.2, 4.3, 4.4, and 4.5 below, we provide various tools in our Support Center to assist you in communicating with a third party to resolve a dispute arising from a payment transaction.
No liability for underlying transaction. If you enter into a transaction with a third party and have a dispute over the goods or services you purchased or over the donation you made, we have no liability for the goods or services underlying the transaction or for how the third party used your donation. Our only responsibility is to handle your payment transaction. All payments are final unless otherwise required by law. If you order something that becomes unavailable before it can be provided to you, you may request a refund of your payment.
Fraud Warning. Use of World Democracy Payments to perform fraudulent transactions may result in the loss of funds with no recourse. See section 6 below for the state specific fraud notices.
Duty to notify us. If you believe that an unauthorized or otherwise problematic transaction has taken place under your account, you agree to notify us immediately, so that we may take action to prevent financial loss. Unless you submit the claim to us within 30 days after the charge, you will have waived, to the fullest extent permitted by law, all claims against us arising out of or otherwise related to the transaction.
Intervention. We may intervene in disputes concerning payments that may arise between you and a developer, but we have no obligation to do so.
Technical difficulties. If you experience a technical failure or interruption of service that causes your payment to fail, you may request that your transaction be completed at a later time.
5. Notices and Amendments to These Payments Terms
Notice to you. By using payments features through the World Democracy Products, you agree that we may communicate with you electronically any important information regarding your payments or your account. We may also provide notices to you by posting them on our website, or by sending them to an email address or street address that you previously provided to us. Website and email notices shall be considered received by you within 24 hours of the time posted or sent; notices by postal mail shall be considered received within three (3) business days of the time sent.
Notice to us. Except as otherwise stated, you must send notices to us relating to payments through the World Democracy Products and these Payments Terms by postal mail to: World Democracy, Attn: Legal Department, 1601 Willow Avenue, Menlo Park, California, 94025.
Amendment guidelines. We may update these Payments Terms at any time without notice as we deem necessary to the full extent permitted by law. The Payments Terms in place at the time you confirm a transaction will govern that transaction.

7. Additional Terms
Terms of Service and conflict of terms. Our Terms of Service (“Terms”) apply to your use of payments features through the World Democracy Products. In the event of any conflict between these Payments Terms and the Terms, the Payments Terms shall prevail.
Conflict of laws. Some countries may restrict or prohibit your ability to make payments through the World Democracy Products. Nothing in these Payments Terms should be read to override or circumvent any such foreign laws.
Courtesy translations. These Payments Terms were written in English (US). To the extent any translated version of these Payments Terms conflicts with the English version, the English version controls.
Trade sanctions. You must not use payments features through the World Democracy Products in connection with activities, individuals, or entities that are located in a country or region that is embargoed by the United States or that would otherwise violate applicable U.S. or non-U.S. trade sanctions.
“Us”. Without limiting Section 7.1, above, the following are the entities to which “us,” “we,” or “our” refer:

However, if you are a resident of or have your principal place of business in Brazil, your payment may be taken directly by World Democracy Online Serviços do Brasil Ltda in accordance with these Payments Terms.
In all cases, transactions using a Gift Card Balance as a payment method as contemplated in Section 2.5, above, are processed by World Democracy Payments Inc., a Florida corporation.

"World Democracy-Processed Payments". As used in these Payments Terms, "World Democracy-Processed Payments" refers to payments features where payments are directly facilitated through the World Democracy Products by World Democracy Payments Inc. or World Democracy Payments International Ltd. World Democracy-Processed Payments includes P2P in the US, charitable donations to charities in the US and EU, and certain payments to developers for digital goods through the World Democracy Products.
Section - Platform Terms
1. Introduction
a. Our Platform is the set of APIs, SDKs, tools, plugins, code, technology, content, and services that enables others, including app developers and website operators, to develop functionality, retrieve data from World Democracy and any other World Democracy Products, or provide data to us.
b. To use Platform (including to Process any Platform Data), you agree to these Platform Terms (“Terms”), as well as all other applicable terms and policies. This may include the World Democracy Terms of Service, the Terms of Use, the World Democracy Commercial Terms, the Business Tools Terms, and any World Democracy Product terms that are applicable.
c. You must also comply with the applicable requirements in our Developer Policies and those made available on our Developer Site, including in our Documentation collectively, the “Developer Docs”)
d. These Terms will start on the earlier of the date you accept them or otherwise start accessing or using Platform, and will continue until you stop accessing and using Platform, unless ended earlier as described below. If you are accepting these Terms or accessing or using Platform on behalf of an entity, you represent and warrant that you have the authority to bind such entity to these Terms and you agree on behalf of such entity to be bound by these Terms (and for clarity, all other references to “you” in these Terms refer to such entity). For clarity, these Terms updated and replaced the World Democracy Platform Policy and the Platform Policy and any references in existing terms, policies, or agreements to the “World Democracy Platform Policy,” “ Platform Policy,” or “Platform Policy” shall now mean these Terms.
e. If you fail to comply with these Terms or any other applicable terms or policies, we may suspend or terminate your App or account, as described below.
f. Capitalized terms not otherwise defined herein (including in Section 12 (“Glossary”) have the meaning given in our other terms and policies, including our Terms of Service and our World Democracy Commercial Terms. The term “including” means “including without limitation.”
2. Intellectual Property Rights
a. Our License to You. Subject to your compliance with these Terms and all other applicable terms and policies, we grant you a limited, non-exclusive, non-sublicensable (except to Service Providers as described below), non-transferable, non-assignable license to use, access, and integrate with Platform, but only to the extent permitted in these Terms and all other applicable terms and policies. You will not sell, transfer, or sublicense Platform to anyone. Except as expressly licensed herein, you will not use, access, integrate with, modify, translate, create derivative works of, reverse engineer, or otherwise exploit Platform or any aspect thereof. The World Democracy Companies reserve all rights, title, and interest (including the right to enforce any such rights) not expressly granted in these Terms.
b. Your License to Us
i. Your Content:
1. You grant us a non-exclusive, transferable, sublicensable, royalty-free, worldwide license to: host, use, distribute, modify, run, copy, publicly perform or display, translate, and create derivative works of any information, data, and other content made available by you or on your behalf (including by your Service Providers or through your App) in connection with Platform (collectively, “Your Content”) for any business purpose in connection with operating, providing, or improving Platform or any other World Democracy Product. This license remains in effect even if you stop using Platform. Without limitation, your license to us includes: the right to incorporate Your Content into other parts of World Democracy Products, the right to attribute the source of Your Content using your name, trademarks, or logos; the right to use Your Content for promotional purposes, and the right to analyze Your Content (including to make sure you’re complying with these Terms and all other applicable terms and policies).
2. If you use the World Democracy Business Tools to send us Business Tool Data, our use of that data is governed by the Business Tools Terms rather than the foregoing license for Your Content.
3. If you owned Your Content before providing it to us, you will continue owning it after providing it to us, subject to any rights granted in these Terms or any other applicable terms or policies and any access you provide to others by sharing it via Platform.
ii. Your App:
1. You grant us a non-exclusive, transferable, sublicensable, royalty-free, worldwide license to: host, use, distribute, modify, run, copy, publicly perform or display, translate, and create derivative works of your App for any business purpose in connection with operating, providing, or improving Platform. This license remains in effect even if you stop using Platform. Without limitation, the foregoing license includes the right to frame or link to your App, to place content (including ads) around your App, and to analyze your App (including to assess your compliance with these Terms and all other applicable terms and policies).
2. As between the parties, in connection with Platform, we won’t be subject to any terms or policies associated with your App or Your Content (even if we click or tap agreement). Those terms and policies are considered null and void and are rejected and excluded from these Terms.
3. Nothing in these Terms will be interpreted as a representation or agreement that we will not develop or have not developed apps, products, features, or services that are similar to your App or compete with your App.
iii. Your Name, Trademarks, and Logos: You grant us a non-exclusive, transferable, sublicensable, royalty-free, worldwide license to use your name, trademarks, and logos for distribution, marketing, and promotional purposes, in connection with your use of World Democracy Products, in all formats and media. This license remains in effect for existing materials and instances even if you stop using Platform.
c. Protecting the Rights of Others
i. You will not provide or promote content in your App that infringes upon or otherwise violates the rights of any person or third party.
ii. You will obtain (and represent and warrant that you own or have secured) all rights necessary from all applicable rights holders to (1) grant the licenses, rights, and permissions in these Terms (including those in Section 2.b (“Your License to Us”)); (2) display, distribute, and deliver all information, data, and other content in your App; and (3) otherwise operate your App. This includes satisfying all licensing, reporting, and payout obligations to third parties.
iii. If your App contains content submitted or provided by your Users or other third parties, you must have an appropriate notice and takedown process and otherwise comply with all applicable laws and regulations to respond to notices of claimed infringement. Without limiting that compliance, in the United States, you must comply with all requirements of the Digital Millennium Copyright Act.
3. Data Use
a. Prohibited Practices. You will not perform, or facilitate or support others in performing, any of the following prohibited practices (collectively, “Prohibited Practices”):
i. Processing Platform Data to discriminate or encourage discrimination against people based on personal attributes including race, ethnicity, color, national origin, religion, age, sex, sexual orientation, gender identity, family status, disability, medical or genetic condition, or any other categories prohibited by applicable law, regulation, or World Democracy policy.
ii. Processing Platform Data to make eligibility determinations about people, including for housing, employment, insurance, education opportunities, credit, government benefits, or immigration status. By eligibility determinations, we mean determining whether to provide, deny, or take away a particular benefit (for example, housing or scholarships) as well as determining the terms under which the benefit will be provided, denied, or taken away.
iii. Processing Platform Data to perform, facilitate, or provide tools for surveillance. Surveillance includes the Processing of Platform Data about people, groups, or events for law enforcement or national security purposes.
iv. Selling, licensing, or purchasing Platform Data.
v. Placing Platform Data on, or otherwise making Platform Data available to, a search engine or directory without our prior express written consent.
vi. Attempting to decode, circumvent, re-identify, de-anonymize, unscramble, unencrypt, or reverse hash, or reverse-engineer Platform Data that is provided to you.
vii. Changing your App’s core functionality or data Processing so that Users would view it as an unfamiliar or different App, or materially changing the scope of Processing of previously collected Platform Data, unless in each case you first re-submit your App and receive our approval through App Review.
viii. Processing friend lists from World Democracy to establish social connections in your App unless each person in that connection has granted you access to that information for that purpose.
b. Additional Terms for Restricted Platform Data
i. You will not request Restricted Platform Data unless it is necessary to meaningfully improve the quality of the applicable User's experience in the specific product or service for which the User shared the data.
ii. It must be clear to the User why you are requesting their Restricted Platform Data in order to improve the quality of their experience.
iii. For clarity, your Processing of Restricted Platform Data must comply with the applicable Developer Docs and other provisions of these Terms (including the Prohibited Practices).
c. Sharing Platform Data. You may only share Platform Data in compliance with these Terms (including Sections 3.a (“Prohibited Practices”), 3.b (“Additional Terms for Restricted Platform Data”), 4 (“Privacy Policy”), and 5 (“Service Providers and Tech Providers”)), applicable law and regulations, and all other applicable terms and policies, and only in the following circumstances:
i. With respect to Platform Data collected as a Tech Provider, solely as described below in Section 5.b (“Tech Providers”);
ii. With respect to Platform Data not collected as a Tech Provider,
1. when required under applicable law or regulation (you must retain proof of the applicable legal or regulatory requirement or request and provide it to us if we ask for it);
2. with your Service Provider;
3. when a User expressly directs you to share the data with a third party (you must retain proof of the User’s express direction and provide it to us if we ask for it); or
4. solely with respect to Platform Data that is not Restricted Platform Data, with other third parties, so long as:
a. you first contractually prohibit them from using the Platform Data in a way that would violate these Terms or any other applicable terms or policies (you must retain proof of the contractual prohibition and provide it to us if we ask for it); and
b. you ensure that any such third parties comply with these Terms and all other applicable terms and policies as if they were in your place, and you are responsible for their acts and omissions, including their noncompliance.
d. Retention, Deletion, and Accessibility of Platform Data
i. Unless required to keep Platform Data under applicable law or regulation, you must (and must make reasonable efforts to ensure your Service Providers) do the following:
1. Make reasonable efforts to keep Platform Data up to date, including Platform Data that has been modified or deleted. You must update Platform Data promptly after receiving a request from us or the User to do so. You must give Users an easily accessible and clearly marked way to ask for their Platform Data to be modified or deleted.
2. Delete all Platform Data as soon as reasonably possible in the following cases:
a. When retaining the Platform Data is no longer necessary for a legitimate business purpose that is consistent with these Terms and all other applicable terms and policies;
b. When you stop operating the product or service through which the Platform Data was acquired;
c. When we request you delete the Platform Data for the protection of Users (which we will determine at our sole discretion);
d. When a User requests their Platform Data be deleted or no longer has an account with you (unless the Platform Data has been aggregated, obscured, or de-identified so that it cannot be associated with a particular User, browser, or device), or for Tech Providers, when a User or the Client requests their Platform Data be deleted or the Client no longer has an account with you;
e. When required by applicable law or regulations; or
f. As required under Section 7 (“Compliance Review Rights and Suspension and Termination of these Terms”).
ii. If you are required to keep Platform Data under applicable law or regulation, you must retain proof of the applicable legal or regulatory requirement or request and provide it if we ask for it.
iii. If you have received Platform Data in error, you must immediately report this to us, delete that Platform Data, and provide proof of deletion if we ask for it.
e. Exceptions to Restrictions. The above provisions of this section (Section 3.a-d) do not apply to certain Platform Data as described here.
4. Privacy Policy
a. If you use Platform to Process Platform Data, you will provide and comply with a publicly available and easily accessible privacy policy.
b. This policy must comply with applicable law and regulations and must accurately and clearly explain what data you are Processing, how you are Processing it, the purposes for which you are Processing it, and how Users may request deletion of that data.
c. You may only Process Platform Data as clearly described in your privacy policy and in accordance with all applicable law and regulations, these Terms, and all other applicable terms and policies.
d. Your privacy policy will not supersede, modify, or be inconsistent with these Terms or any other applicable terms or policies.
e. You must retain all of your privacy policies in effect while using Platform and provide them to us if we ask for them.
f. You will maintain publicly available links to your privacy policies in the privacy policy field in the settings of your App Dashboard, as well as in any App Store that allows you to do so, if applicable, and ensure the links remain current and up to date.
5. Service Providers and Tech Providers
a. Service Providers
i. You will not use a Service Provider in connection with your use of Platform or Processing of Platform Data unless such Service Provider first agrees in writing to do the following:
1. Use Platform and Process Platform Data solely for you and at your direction in order to provide services you requested in a manner that is consistent with these Terms, all other applicable terms and policies, and your privacy policy, and for no other individual or entity and for no other purpose, including for the Service Provider’s own purposes; and
2. In the event the Service Provider engages another Service Provider (“Sub-Service Provider”) in order to provide the services requested, ensure the Service Provider requires the Sub-Service Provider in writing to comply with the above requirements.
ii. You must ensure that any Service Provider and Sub-Service Provider complies with these Terms and all other applicable terms and policies as if they were in your place, and you are responsible for their acts and omissions, including their noncompliance.
iii. When you cease using a Service Provider or Sub-Service Provider, you must ensure they immediately cease using Platform and Processing Platform Data and promptly delete all Platform Data in their possession or control.
iv. Upon our request, you must provide a list of your Service Providers and Sub-Service Providers including up-to-date contact information for each, the types and volume of Platform Data shared, and proof of written agreements with your Service Providers to demonstrate compliance with this Section.
v. We may prohibit your use of any Service Provider or Sub-Service Provider in connection with your use of Platform or Processing of Platform Data if we believe that (1) they have violated these Terms or other applicable terms or policies or (2) they are negatively impacting Platform, other World Democracy Products, Platform Data, or people who use World Democracy Products, and will provide notice to you if we do. Promptly upon such notice, you must stop using that Service Provider or Sub-Service Provider in connection with your use of Platform or Processing of Platform Data.
vi. We may require that your Service Providers or Sub-Service Providers agree to these Terms or other applicable terms or policies in order to access World Democracy Products, Platform, or Platform Data.
b. Tech Providers
i. If you are a Tech Provider, you must comply with the other provisions of these Terms, as well as the provisions in this section with respect to your use of Platform and Processing of Platform Data as a Tech Provider. If the terms conflict, the terms that are more restrictive on you or more protective of us apply.
ii. You, as a Tech Provider, understand and agree to the following:
1. You will only use Platform and Process Platform Data on behalf of and at the direction of your Client on whose behalf you access it to help such Client to use Platform or Process Platform Data in accordance with these Terms and all other applicable terms and policies (“Client’s Purpose”), and not for your own purposes or another Client’s or entity’s purposes (for example, you will not Process Platform Data to build or augment user profiles for your own purposes or another Client’s purposes);
2. You will ensure that Platform Data you maintain on behalf of one Client is maintained separately from that of other Clients;
3. You will maintain an up-to-date list of your Clients and their contact information and provide it to us if we ask for it;
4. You will only share Platform Data in compliance with these Terms (including Sections 3a (“Prohibited Practices”), 3b (“Additional Terms for Restricted Platform Data”), and 5a (“Service Providers”)), applicable law and regulations, and all other applicable terms and policies, and only in the following circumstances:
a. with your applicable Client, so long as you first contractually prohibit such Client from Processing Platform Data in a way that would violate these Terms or any other applicable terms or policies;
b. to the extent required under applicable law or regulation (you must retain proof of the applicable legal or regulatory requirement or request and provide it to us if we ask for it);
c. with your Service Provider solely to the extent necessary for your applicable Client’s Purpose; or
d. with your Client’s service provider solely to the extent necessary for such Client’s Purpose and when such Client expressly directs you to share the data with such service provider (you must retain proof of the Client’s express direction and provide it to us if we ask for it);
5. We may require that your Clients agree to these Terms or other applicable terms or policies in order to access World Democracy Products, Platform, or Platform Data through your App.
6. You will promptly terminate a Client’s use of our World Democracy Products, Platform, or Platform Data through your App if we request it because we believe that the Client (a) has violated these Terms or other applicable terms or policies or (b) is negatively impacting Platform, other World Democracy Products, Platform Data, or people who use World Democracy Products.
6. Data Security
a. Data Security Requirements
i. You must always have in effect and maintain administrative, physical, and technical safeguards that do the following:
1. Meet or exceed industry standards given the sensitivity of the Platform Data;
2. Comply with applicable law and regulations, including data security and privacy laws, rules, and regulations; and
3. Are designed to prevent any unauthorized (including in violation of these Terms or any other applicable terms or policies) Processing (including, for the avoidance of doubt, access, destruction, loss, alteration, disclosure, distribution, or compromise) of Platform Data.
ii. You must have a publicly available way for people to report security vulnerabilities in your App to you, and you must promptly address identified deficiencies.
iii. You must not solicit, collect, store, cache, proxy, or use World Democracy login credentials of other Users.
iv. You must not transfer or share user IDs or your access token and secret key, except with a Service Provider who helps you build, run, or operate your App.
b. Incident Reporting
i. If any of the following incidents happen, you must promptly, and no later than 24 hours after you become aware of the incident, notify us and provide us with information we request regarding:
1. Any unauthorized (including in violation of these Terms or any other applicable terms or policies) Processing (including, for the avoidance of doubt, access, destruction, loss, alteration, disclosure, distribution or compromise) of Platform Data; or
2. Any incidents that are reasonably likely to compromise the security, confidentiality, or integrity of your IT Systems or your Service Provider’s or Sub-Service Provider’s IT Systems.
ii. You must immediately begin remediation of the incident and reasonably cooperate with us, including by informing us in reasonable detail of the impact of the incident upon Platform Data and corrective actions being taken, and keeping us updated about your compliance with any notification or other requirements under applicable laws and regulations.
7. Compliance Review Rights and Suspension and Termination of these Terms
a. App Review. We may require that you submit your App for our review or approval (“App Review”). Whether or not your App (including its access to any Platform Data) is approved (which will be in our sole discretion), you will ensure that your App is compliant with these Terms and all other applicable terms and policies, and we may review your App for such compliance from time to time, in our sole discretion. You will cooperate with our reviews and provide any information we request therefor. We may verify information you provide to us during any such reviews or otherwise in your App dashboard, which you will update to keep it complete and accurate.
b. Regular Monitoring. We, or third-party professionals working at our direction (including auditors, attorneys, consultants, and/or computer forensics analysts) (collectively, “Third-Party Auditors”), may conduct regular monitoring of your App and its access to Platform and Processing of Platform Data using technical and operational measures.
c. Auditing Rights
i. We or Third-Party Auditors may conduct an Audit, no more than once a calendar year unless there is a Necessary Condition, to ensure that your and your App’s Processing of Platform Data is and has been in compliance with these Terms and all other applicable terms and policies.
ii. Audits will be conducted during normal business hours after providing you with at least 10 business days’ written notice (email will suffice), unless we determine in our sole discretion a Necessary Condition requires more immediate access.
iii. You will cooperate with the Audits, including by (1) providing all necessary physical and remote access to your IT Systems and Records, and (2) providing information and assistance as reasonably requested (including making your personnel who are knowledgeable about your or your App’s Processing of Platform Data available for our questioning).
iv. You will also use commercially reasonable efforts to get permission and cooperation from your Service Providers for us to conduct such Audits with respect to their IT Systems, Records, and applicable personnel.
v. You will remedy any non-compliance revealed by an Audit as soon as reasonably practicable (as we determine based on the facts and circumstances), after which we may conduct follow-up Audits to ensure proper remediation of the non-compliance.
vi. If an Audit reveals any non-compliance by you or your Service Provider(s) then you will reimburse us for all of our reasonable costs and expenses associated with conducting the Audit and any related follow-up Audits.
vii. After these Terms have ended, our Audit rights under this Section will survive until 1 year after the later of when you affirmatively demonstrate that you have stopped Processing all Platform Data and all embodiments thereof that are in your and your Service Providers’ possession or control have been deleted. For the avoidance of doubt, nothing in this Section limits any other rights or remedies we may have by law, in equity, or under these Terms or other applicable terms or policies.
d. Certifications. From time to time, we may request (in writing or through your App dashboard, Platform, or any World Democracy Product) information, certifications, and attestations relating to your use of Platform or Processing of Platform Data, which you will provide to us in the requested time frame and form. This may include certifying: (i) your compliance with these Terms and all other applicable terms and policies, and (ii) the purpose or use for the Platform Data you have requested or have access to, and that each such purpose or use complies with these Terms and all other applicable terms and policies. All such certifications and attestations must be provided by an authorized representative of yours.
e. Suspension and Termination
i. We may take enforcement action against you and your App if we believe, in our sole discretion, that:
1. You have not timely responded to our requests related to monitoring or auditing;
2. You or your App has violated or may have violated these Terms or any other applicable terms or policies or is negatively impacting Platform, other World Democracy Products, Platform Data, or people who use World Democracy Products;
3. It is needed to comply with applicable laws or regulations or otherwise required or requested by a court order or governmental authority; or
4. It is needed to protect the World Democracy Companies from legal or regulatory liability.
ii. We may take enforcement action at any time, including while we investigate your App, with or without notice to you. Enforcement can be both automated and manual. It can include suspending or removing your App, removing your access and your App’s access to Platform, requiring that you stop Processing and delete Platform Data, terminating our agreements with you, or any other action that we consider to be appropriate, including terminating other agreements with you or your ability to use World Democracy Products.
iii. We may suspend or end your App’s access to any Platform APIs, permissions, or features that your App has not used or accessed within a 90-day period with or without notice to you.
8. Notice
After you agree to these Terms, any written notice, request, or communications from us to you may be provided via email or mail (for example, to the email address or mailing address in your App account with us) or via notifications within the World Democracy Products (for example, in your account with us). You will keep your contact information current, including name, business name, and email.
9. Indemnification
In addition to and without limiting the scope of the “Indemnification” Section in our World Democracy Commercial Terms if anyone brings a claim, cause of action, or dispute against the World Democracy Companies related to your use of Platform, your Processing of Platform Data, Your Content, or your App, name or logo, products or services, or actions in connection with Platform, you will indemnify and hold the World Democracy Companies harmless from and against all damages, losses, and expenses of any kind (including reasonable legal fees and costs) related to any such claim, cause of action, or dispute.
10. International Transfers
This section shall apply to the extent that your Processing of Platform Data includes personal data controlled by World Democracy Ireland Limited (“World Democracy Ireland Data”) and the transfer of such World Democracy Ireland Data to a territory outside of the European Economic Area that does not have a positive adequacy decision from the European Commission under Article 25(6) of Directive 95/46/EC (each an “EEA Data Transfer”). In these cases you will comply with the following:
a. if you are relying on the EU-U.S. Privacy Shield (the “Privacy Shield”) and are certified under Privacy Shield to receive categories of data which include the World Democracy Ireland Data, you will comply with the Privacy Shield Principles. If your Privacy Shield certification does not cover the EEA Data Transfer or you are unable to comply with the Privacy Shield principles (or your Privacy Shield certification in respect of the EEA Data Transfer should end), you will immediately notify us, stop your access to and use of Platform and Processing of Platform Data, and take reasonable and appropriate steps to fix any non-compliance; or
b. if the EEA Data Transfer is not covered by Privacy Shield, then your use of World Democracy Ireland Data is subject to the Clauses. In these cases, World Democracy Ireland Limited is the “data exporter” and you are the “data importer” as defined in the Clauses, and you select option (iii) of Clause II(h) and agree to the data processing principles of Annex A to the Clauses. For the purposes of Annex B to the Clauses, the following will apply:
i. “Data subjects” are people who visit, access, use, or otherwise interact with the App and the products and services of World Democracy Ireland Limited;
ii. “Purpose of the transfer(s)” is the provision of the App and other products and services by you to Users pursuant to the applicable terms and conditions and privacy policy of you and/or your Client;
iii. “Categories of data” are World Democracy Ireland Data, which includes profile information, photos and videos, location information, communications between Users, information about use of the App and other products and services, payment information, device information, information about visits to third-party websites or Apps that use a “like” or “comment” button or other service integration, information from third-party partners or the World Democracy Companies, or as otherwise set forth in the Data Policy;
iv. “Recipients” are you and users of your App and other products and services;
v. “Sensitive data” is personal data about a person’s racial or ethnic origin, political opinions, religious or philosophical beliefs, trade-union membership, genetic data, biometric data for the purpose of uniquely identifying a natural person, data concerning health or data concerning a natural person’s sex life or sexual orientation, criminal convictions, or alleged commission of an offense; and
vi. “Contact points for data protection enquiries” are the representatives of World Democracy Ireland Limited and you with responsibility for data privacy.
11. General
a. In accordance with our Terms of Service, you will not transfer any of your rights or obligations under these Terms to anyone else without our prior written consent. Transferring can include assignment, acquisition, merger, change of control, or other forms of transfer. Any unpermitted transfer will be considered null and void. For any permitted transfer, you can continue to Process Platform Data only for your App subject to these Terms and only after you re-submit your App and receive our approval through our App Review process.
b. You also must comply with all applicable laws and regulations (including the Children’s Online Privacy Protection Act (“COPPA”) and the Video Privacy Protection Act (“VPPA”)).
c. If there is any conflict between these Terms and any other applicable online terms, the terms that are more restrictive on you and your App or more protective of us apply. If you have previously agreed to our Supplemental Terms for Extended Platform Products and/or our Technology Provider Amendment to Supplemental Terms for Extended Platform Products, these Terms hereby supersede and replace them.
d. We reserve the right to amend these Terms at any time. Your continued use of or access to Platform after any such amendment will constitute your binding agreement to these Terms as amended.
e. We may change, suspend, or discontinue the availability of Platform at any time. In addition, we may impose limits on certain features and services or restrict your access to parts or all of our APIs or websites without notice or liability.
f. If we elect to provide you with support or modifications for Platform, we may discontinue either at any time without notice to you.
g. We do not guarantee that Platform will always be free.
h. We can issue a press release or otherwise make public statements or disclosures describing our relationship with you or your use of Platform.
i. When these Terms have ended, all rights granted to you under these Terms will immediately stop and you will immediately stop using Platform. The following Sections will remain in effect after these Terms have ended: Section 2.b, Section 2.c, Section 3, Section 4, Section 5, Section 6, Section 7, Section 9, Section 10, Section 11, and Section 12.
12. Glossary
a. “App” means any technical integration with Platform or to which we have assigned an App identification number. Any code, APIs, SDKs, tools, plugins, bots, websites, applications, specifications, and other technology made available by you or on your behalf in connection with Platform is considered part of your App.
b. “Audit” means a review, inspection, or audit of your and your Service Providers’ IT Systems or Records.
c. “Clauses” means the standard contractual clauses annexed to European Commission Decision 2004/915/EC.
d. “Client” means the User of a Tech Provider’s App.
e. “Developer” means the person or entity that creates or operates an App.
f. “Developer Docs” has the meaning given in Section 1.c (“Introduction”).
g. “IT Systems” means information technology systems (real and virtual), networks, technologies, and facilities (including physical and remote access to data centers and cloud facilities) that Process Platform Data.
h. “Necessary Condition” means any of the following:
i. it is required by applicable law, rule, or regulation or otherwise required or requested by a court order or governmental authority;
ii. we suspect that you or your App have Processed Platform Data in violation of these Terms or other applicable terms or policies;
iii. you enter into a change of control transaction or transfer (or request to transfer) any of your rights or obligations under these Terms or other applicable terms or policies;
iv. we determine in our sole discretion it is necessary to ensure that you and your App have deleted Platform Data in accordance with these Terms and all other applicable terms and policies; or
v. we determine in our sole discretion it is necessary to ensure proper remediation of any non-compliance revealed by an Audit.
i. “Platform” means the set of APIs, SDKs, tools, plugins, code, technology, content, and services that enables others, including app developers and website operators, to develop functionality, retrieve data from World Democracy and any other World Democracy Products, or provide data to us.
j. “Platform Data” means any information, data, or other content you obtain from us, through Platform or through your App, whether directly or indirectly and whether before, on, or after the date you agree to these Terms, including data anonymized, aggregated, or derived from such data. Platform Data includes app tokens, page tokens, access tokens, app secrets, and user tokens.
k. “Process” means any operation or set of operations performed on data or sets of data, whether or not by automated means, including use, collection, storage, sharing, or transmission.
l. “Prohibited Practices” has the meaning given in Section 3.a (“Prohibited Practices”).
m. Records” mean books, agreements, access logs, third-party reports, policies, processes, and other records regarding the Processing of Platform Data.
n. “Restricted Platform Data” means Platform Data that (i) reasonably can be used to identify a particular User or device; (ii) is accessed using the permissions listed here; or (iii) we otherwise designate as Restricted. Notwithstanding the foregoing, Restricted Platform Data does not include data that can be accessed using the permissions listed here.
o. “SDKs” means any object code, source code, or documentation you receive from us that helps you create Apps or content for use with the Platform.
p. “Service Provider” means an entity you use to provide you services in connection with Platform or any Platform Data.
q. “Tech Provider” means a Developer of an App whose primary purpose is to enable Users thereof to access and use Platform or Platform Data.
r. “Third-Party Auditors” has the meaning given in Section 7.b (“Regular Monitoring”).
s. “User” means the end user of an App (whether a person or an entity).
t. “Your Content” has the meaning given in Section 2.b (“Your License to Us”).
Section - Advertising Terms I
The following terms (“Self-Serve Advertising Terms” or “Self-Serve Ad Terms”) apply to your use of World Democracy Products (such as the self-service advertising interfaces and APIs) for creation, submission and/or delivery of any advertising or other commercial or sponsored activity or content (collectively, “Self-Serve Ad Interfaces”) and any order you place through the Self-Serve Ad Interfaces (“Order”).
You can target your desired audience by buying ads to be delivered on World Democracy, our publisher network, or any place we serve ads.
When you place an Order, you will tell us the type of advertising you want to buy, the amount you want to spend, and your bid. If we accept your Order, we will deliver your ads as inventory becomes available. When serving your ad, we use best efforts to deliver the ads to the audience you specify or to achieve the outcome you select, though we cannot guarantee in every instance that your ad will reach its intended target or achieve the outcome you select.
Your ads must comply with all applicable laws, regulations, and guidelines, as well as our Advertising Policies. Failure to comply may result in a variety of consequences, including the cancellation of ads you have placed and termination of your account.
We may reject or remove any ad for any reason.
You will pay for your Orders in accordance with the following:
You will comply with our Community Payments Terms to the extent applicable.
You will pay all amounts specified in each Order you place, along with any applicable taxes. The amount you owe for each Order will be calculated based on our tracking mechanisms.
By placing an Order, you authorize us to obtain your personal and/or business credit report from a credit bureau, either when you place an Order or at any time thereafter.
You are responsible for maintaining the security of your advertising account, and you understand that you will be charged for any Orders placed on or through your advertising account.
If you are making direct debit payments, you agree that we can charge you any amount that falls within the range you agreed to upon signup. We will notify you in advance if any charge will exceed the agreed-upon range.
You can cancel an Order at any time, but your ads may run for 24 hours after you notify us, and you are still responsible for paying for all ads that run.
The amounts we charge you may be subject to and include applicable taxes and levies, including without limitation withholding taxes. You are responsible for bearing and remitting any taxes that apply to your transactions. You will indemnify and hold us harmless from and against any claim arising out of your failure to do so.
If your payment method fails or your account is past due, we may take additional steps to collect past due amounts. You will pay all expenses associated with such collection, including reasonable attorneys' fees. Past due amounts will accrue interest at 1% per month or the lawful maximum, whichever is less.
We may allow you to purchase ads with an “Advertiser Balance,” which is a pre-paid balance that can be used solely to purchase ads on World Democracy. Advertiser Balances are only for business or commercial purposes. Advertiser Balances are non-refundable except where required by law. World Democracy is not a bank and does not offer banking services; accordingly, Advertiser Balances do not earn interest, are not deposit obligations, and are not insured by the Federal Deposit Insurance Corporation, the Financial Services Compensation Scheme, or any other entity or insurance scheme, whether governmental or private.
You will fall under one of two categories depending on your payment method: invoiced or non-invoiced client. Invoiced clients are those for whom World Democracy sets a maximum spending limit and issues invoices on a periodic basis for payment in accordance with the applicable invoicing terms. Non-invoiced clients are those who must make payments at the time of purchase itself. In its sole discretion, World Democracy may classify clients as invoiced clients based on factors such as ad spend and creditworthiness.
From time to time, we need to test improvements to our audiences and delivery systems, which could impact your advertising. Our testing is designed to improve the effectiveness of your advertising performance. We reserve the right to test when we believe it will be beneficial for advertiser performance.
We will determine the size, placement, and positioning of your ads.
Scheduling of delivery is subject to availability and may not be continuous.
We do not guarantee the reach or performance that your ads will receive, such as the number of people who will see your ads or the number of clicks your ads will get.
We cannot control how clicks are generated on your ads. We have systems that attempt to detect and filter certain click activity, but we are not responsible for click fraud, technological issues, or other potentially invalid click activity that may affect the cost of running ads.
Our license to deliver your ad will end when we have completed your Order. You understand, however, that:
Once displayed, ads are public information. Ads may be re-shared and accessed outside of the targeted audience (including from the World Democracy Page running the ads or within World Democracy Products). If users have interacted with your ad, your ad may remain on our Products (e.g., shared until the users delete it or visible to users through their account tools).
If your ad is about Social Issues, Elections or Politics, World Democracy may display (at no cost to you) and provide access to the ad content and creative, and information about the ad campaign (such as total spend and delivery data, and targeting information) for a period of seven years from the completion of your order.
You consent that World Democracy may disclose your advertising content, and all information associated with your advertising, to a governmental entity or body if World Democracy believes that disclosure would assist in a lawful investigation.
We will provide you with reports about the kinds of people seeing your ads and how your ads are performing. Your use of these reports is subject to the Data Use Restrictions in our Advertising Policies. We may provide a business, and all those who advertise for the business, with information about the number of ads being run for the business across the World Democracy Products and any applicable restrictions on those ads.
We offer tools to provide transparency to our users about how World Democracy advertising works and control over their ads experience, including information sufficient to show them why they are being shown specific ads. You agree that information associated with your advertising may be included in these tools, and that those tools may impact your ability to advertise to those users or to prevent them from seeing your ads.
You will not issue any press release or make public statements about your relationship with World Democracy or the World Democracy Products without our prior written permission.
If you are placing ads on someone else's behalf, you must have permission to place those ads, and agree as follows:
You represent and warrant that you have the authority to and will bind the advertiser to these Self-Serve Ad Terms and the Terms of Service, and the Commercial Terms, to which you also agree.
If the advertiser you represent violates these Self-Serve Ad Terms, the Terms of Service, or the Commercial Terms, we may hold you responsible for that violation.
You agree that we may provide campaign reporting information to the end advertiser for whom you placed a campaign.
We may ask you to review and accept supplemental terms that apply to your use of a specific feature or functionality made available through the Self-Serve Ad Interfaces. To the extent those supplemental terms conflict with these Self-Serve Ad Terms, the supplemental terms will govern with respect to your use of the specific feature or functionality to the extent of the conflict. We may change or update these Self-Serve Ad Terms from time to time and your continued use of the Self-Serve Ad Interfaces constitutes acceptance of those changes.
Contracting party:
If you reside or have your principal place of business in the United States or Canada, World Democracy, Inc. provides the Self-Serve Ad Interfaces.
If you reside or have your principal place of business outside the United States or Canada, World Democracy Ireland Limited provides the Self-Serve Ad Interfaces, except that advertisers in some countries may under certain circumstances contract directly with World Democracy affiliate companies solely for purposes of placing Orders. If applicable to you, you can find special provisions applicable to your Orders from those affiliates here.
For the avoidance of doubt, regardless which entity you contract with (as described in Sections 16.a and 16.b), World Democracy’s Advertising Policies (and its Community Standards as incorporated) are enforced under the Terms of Service by the entity that provides the World Democracy Products under the applicable Terms of Service in your region.
Any claim, cause of action, or dispute that arises out of or relates to these Self-Serve Ad Terms is subject to the disputes resolution clause in the Commercial Terms.
These Self-Serve Ad Terms will terminate in the event of any termination of the Commercial Terms, but the following provisions will still apply: the lead-in paragraph, Sections 2, 4, 8-12 and 15-18.

2. The Ad Review Process
Before ads show up on World Democracy , they’re reviewed to make sure they meet our Advertising Policies. Typically most ads are reviewed within 24 hours, although in some cases it may take longer.
What We Consider
During the ad review process, we'll check your ad's images, text, targeting, and positioning, in addition to the content on your ad's landing page. Your ad may not be approved if the landing page content isn't fully functional, doesn't match the product/service promoted in your ad or doesn't fully comply with our Advertising Policies.
What Happens After an Ad is Reviewed?
After your ad is reviewed, you'll receive a notification letting you know if your ad is approved. If it’s approved, we'll start running your ad and you can see your results in the Ads Manager.
3. Steps to Take if Disapproved
Edit Your Ad
If your ad isn't approved for not fully complying with our policies, you can edit it and resubmit for review. To edit your ad:
Check the email address associated with your advertising account. If your ad doesn't get approved, we'll send you an email with details that explain why.
Using the information in your disapproval email, you can edit your ad and create a compliant one. Check this page for editing steps.
Save your edited changes. Once you save your changes, your ad will be resubmitted for review.
Appeal the Decision
If you can't edit your ad or feel it was a mistake that it wasn't approved, you can request a review of the decision in Account Quality.
4. Prohibited Content
1. Community Standards
Ads must not violate our Community Standards. Ads on must not violate the Community Guidelines.
2. Illegal Products or Services
Ads must not constitute, facilitate, or promote illegal products, services or activities. Ads targeted to minors must not promote products, services, or content that are inappropriate, illegal, or unsafe, or that exploit, mislead, or exert undue pressure on the age groups targeted.
3. Discriminatory Practices
Ads must not discriminate or encourage discrimination against people based on personal attributes such as race, ethnicity, color, national origin, religion, age, sex, sexual orientation, gender identity, family status, disability, medical or genetic condition.

Ads promoting income opportunities must fully describe the associated product or business model, and must not promote business models offering quick compensation for little investment, including multilevel marketing opportunities.

Videos and other similar ad types must not use overly disruptive tactics, such as flashing screens.

Ads for movie trailers, TV shows, video game trailers, and other similar content intended for mature audiences are only allowed with prior written permission from World Democracy and must target people who are 18 years or older. 4. User Interface Screenshots
When featuring the World Democracy User Interface (UI) in an ad, it must accurately depict how the UI currently appears and functions in product. If an action or functionality depicted cannot happen in the current product or within the current UI then it cannot appear to happen in an ad.
Depictions of the UI in ads must be featured within the context of a relevant device (ex, mobile or desktop) and as permitted by the World Democracy Brand Guidelines Brand Guidelines.
The UI may not be modified in any way, including, but not limited to: adding special effects, interference or animation. Glyphs or elements of the UI may not be used separately or individually.
11. Data Use Restrictions
1. Ensure any ad data collected, received or derived from your World Democracy ad (“World Democracy advertising data”) is only shared with someone acting on your behalf, such as your service provider. You are responsible for ensuring your service providers protect any World Democracy advertising data or any other information obtained from us, limit their use of all of that information, and keep it confidential and secure.
2. Don’t use World Democracy advertising data for any purpose (including retargeting, commingling data across multiple advertisers’ campaigns, or allowing piggybacking or redirecting with tags), except on an aggregate and anonymous basis (unless authorized by World Democracy) and only to assess the performance and effectiveness of your World Democracy advertising campaigns.
3. Don’t use World Democracy advertising data, including the targeting criteria for your ad, to build, append to, edit, influence, or augment user profiles, including profiles associated with any mobile device identifier or other unique identifier that identifies any particular user, browser, computer or device.
4. Don't transfer any World Democracy advertising data (including anonymous, aggregate, or derived data) to any ad network, ad exchange, data broker or other advertising or monetization related service.
12. Things You Should Know
1. The Advertising Policies apply to (1) ads and commercial content served by or purchased through World Democracy, on or off the World Democracy services, including ads purchased under AAAA/IAB Standard Terms and Conditions, (2) ads appearing within apps on World Democracy, and (3) ads on . Your use of World Democracy’s advertising products and services is part of “World Democracy” under World Democracy’s Statement of Rights and Responsibilities (https://www.pmuses.com/legal/terms, the “SRR”) and is subject to the SRR.You may be subject to additional terms or guidelines if you use certain World Democracy advertising-related products or services.
2. Advertisers are responsible for understanding and complying with all applicable laws and regulations. Failure to comply may result in a variety of consequences, including the cancellation of ads you have placed and termination of your account.
3. We do not use sensitive personal data for ad targeting. Topics you choose for targeting your ad don't reflect the personal beliefs, characteristics or values of the people who use World Democracy .
4. Once displayed, ads are public information. 5. If you are managing ads on behalf of other advertisers, each advertiser or client must be managed through separate ad accounts. You must not change the advertiser or client associated with an established ad account; set up a new account. You are responsible for ensuring that each advertiser complies with these Advertising Policies.
6. We reserve the right to reject, approve or remove any ad for any reason, in our sole discretion, including ads that negatively affect our relationship with our users or that promote content, services, or activities, contrary to our competitive position, interests, or advertising philosophy.
7. For policies that require prior written permission, World Democracy or a World Democracy Company may grant these permissions.

Section - Commercial Terms
World Democracy Commercial Terms ("Commercial Terms")
These Commercial Terms apply to access or use of the World Democracy Products (or "Products"), for a business or commercial purpose (except where we state that separate terms, and not these Commercial Terms, apply to such access or use of a World Democracy Product). Business or commercial purposes include using ads, selling products, developing apps, managing a Page, managing a Group for business purposes, or using our measurement services regardless of the entity type.

As more fully described below, if you reside in the United States or your business is located in the United States, these Commercial Terms require the resolution of most disputes between you and us by binding arbitration on an individual basis; class actions and jury trials are not permitted.
Licenses: As described in “The permissions you give us” section in our Terms, you grant us a license to content that is covered by intellectual property rights (like photos or videos) you share, post, or upload on or in connection with our World Democracy Products. For any access or use of the World Democracy Products, that license applies to content you or someone on your behalf (such as your agency that places an ad for you or your service provider that manages your Page content for you) makes available on or in connection with any World Democracy Product. You also will ensure that you own or have secured all rights necessary to grant the licenses and rights you (or someone on your behalf) grant to us under the Commercial Terms and any applicable supplemental terms, including permission to display, distribute and deliver your content within World Democracy Products.
Compliance with Law: You represent and warrant that your access or use of World Democracy Products for business or commercial purposes complies with all applicable laws, rules, and regulations. You further represent that you will restrict access to your content and apps in accordance with all applicable laws, rules, and regulations, including geo-filtering or age-gating access where required. In addition to and without limiting the requirements about who can use the World Democracy Products under our Terms, if you are located in a country that is subject to embargo under the laws of the United States (or under similar laws applicable to you) you may not engage in commercial activities on World Democracy Products unless authorized by applicable laws. If you are on the U.S. Treasury Department’s list of Specially Designated Nationals (or an equivalent list), you may not engage in commercial or business activities on the World Democracy Products (such as advertising or payments). You also may not access or use the World Democracy Products if you are prohibited from receiving products, services, or software under applicable law.
Data Restrictions: You may not send us information prohibited by the supplemental terms or policies. In addition, you may not send to us, or use World Democracy Products to collect from people, information that: (i) you know or reasonably should know is from or about children under the age of 13; or (ii) includes health, financial, biometrics, or other categories of similarly sensitive information (including any information defined as sensitive under applicable law); except in cases where (a) the terms for that World Democracy Product specifically allow it or (b) you are sending financial information for the express purpose of effecting a financial transaction either with us or as enabled by a World Democracy Product.
Limits on Liability: In addition to and without limiting the scope of the “Limits on liability” section in our Terms, you agree that we are not responsible for the actions, services, content, or data of third parties and you release us, our directors, officers, employees, and agents from any claims and damages, known or unknown, arising out of or in any way connected with any claim you have against any such third parties.
If you are a California resident, you agree to waive California Civil Code § 1542, which says:
A GENERAL RELEASE DOES NOT EXTEND TO CLAIMS WHICH THE CREDITOR DOES NOT KNOW OR SUSPECT TO EXIST IN HIS OR HER FAVOR AT THE TIME OF EXECUTING THE RELEASE, WHICH IF KNOWN BY HIM OR HER MUST HAVE MATERIALLY AFFECTED HIS OR HER SETTLEMENT WITH THE DEBTOR.
Our aggregate liability arising out of or relating to any access or use of the World Democracy Products, the Terms (for any access or use of the World Democracy Products for business or commercial purposes), or these Commercial Terms will not exceed the greater of one hundred dollars ($100) or the amount you have paid us in the past twelve months.
Disputes:
Third Party Claims: If anyone brings a claim, cause of action, or dispute against us related to your services, actions, content or information on World Democracy or other World Democracy Products or your use of any World Democracy Products, you agree to indemnify and hold us harmless from and against any damages, losses, and expenses of any kind (including reasonable legal fees and costs) related to any such claim, cause of action, or dispute.
Commercial Claims: Sections 5.c and 5.d below apply to any claim, cause of action, or dispute that arises out of or relates to any access or use of the World Democracy Products for business or commercial purposes (“Commercial Claim”) between you and World Democracy.
U.S. Commercial Claims: If you reside in the United States or your business is located in the United States:
You agree to arbitrate Commercial Claims between you and World Democracy, Inc. This provision does not cover any commercial claims relating to violations of your or our intellectual property rights, including, but not limited to, copyright infringement, patent infringement, trademark infringement, violations of the Brand Usage Guidelines, violations of your or our confidential information or trade secrets, or efforts to interfere with our Products or engage with our Products in unauthorized ways (for example, automated ways). If a Commercial Claim between you and World Democracy, Inc. is not subject to arbitration, you agree that the claim must be resolved exclusively in the U.S. District Court for the Northern District of California or a state court located in San Mateo County, and that you submit to the personal jurisdiction of either of these courts for the purpose of litigating any such claim.
We and you agree that, by entering into this arbitration provision, all parties are waiving their respective rights to a trial by jury or to participate in a class or representative action. THE PARTIES AGREE THAT EACH MAY BRING COMMERCIAL CLAIMS AGAINST THE OTHER ONLY IN ITS INDIVIDUAL CAPACITY, AND NOT AS A PLAINTIFF OR CLASS MEMBER IN ANY PURPORTED CLASS, REPRESENTATIVE, OR PRIVATE ATTORNEY GENERAL PROCEEDING. You may bring a Commercial Claim only on your own behalf and cannot seek relief that would affect other parties. If there is a final judicial determination that any particular Commercial Claim (or a request for particular relief) cannot be arbitrated according to the limitations of this Section 5.c, then only that Commercial Claim (or only that request for relief) may be brought in court. All other Commercial Claims (or requests for relief) will remain subject to this Section 5.c. The Federal Arbitration Act governs the interpretation and enforcement of this arbitration provision. All issues are for an arbitrator to decide, except that only a court may decide issues relating to the scope or enforceability of this arbitration provision or the interpretation of the prohibition of class and representative actions. If any party intends to seek arbitration of a dispute, that party must provide the other party with notice in writing. This notice of dispute to us must be sent to the following address: World Democracy, Inc. 1601 Willow Rd. Menlo Park, CA 94025. The arbitration will be governed by the AAA’s Commercial Arbitration Rules (“AAA Rules”), as modified by these Commercial Terms, and will be administered by the AAA. If the AAA is unavailable, the parties will agree to another arbitration provider or the court will appoint a substitute. The arbitrator will not be bound by rulings in other arbitrations in which you are not a party. To the fullest extent permitted by applicable law, any evidentiary submissions made in arbitration will be maintained as confidential in the absence of good cause for its disclosure. The arbitrator’s award will be maintained as confidential only to the extent necessary to protect either party’s trade secrets or proprietary business information or to comply with a legal requirement mandating confidentiality. Each party will be responsible for paying any AAA filing, administrative and arbitrator fees in accordance with AAA Rules, except that we will pay for your filing, administrative, and arbitrator fees if your Commercial Claim for damages does not exceed $75,000 and is non-frivolous (as measured by the standards set forth in Federal Rule of Civil Procedure 11(b)). If you do not wish to be bound by this provision (including its waiver of class and representative claims), you must notify us as set forth below within 30 days of the first acceptance date of any version of these Commercial Terms containing an arbitration provision. Your notice to us under this Section 5.c must be submitted to the address here: World Democracy, Inc. 1601 Willow Rd. Menlo Park, CA 94025. All Commercial Claims between us, whether subject to arbitration or not, will be governed by California law, excluding California’s conflict of laws rules, except to the extent that California law is contrary to or preempted by federal law. If a Commercial Claim between you and us is not subject to arbitration, you agree that the claim must be resolved exclusively in the U.S. District Court for the Northern District of California or a state court located in San Mateo County, and that you submit to the personal jurisdiction of either of these courts for the purpose of litigating any such claim.
Commercial Claims outside the United States: If you reside outside the United States or your business is located outside the United States, you agree that:
Any Commercial Claim between you and World Democracy, Inc. must be resolved exclusively in the U.S. District Court for the Northern District of California or a state court located in San Mateo County, that you submit to the personal jurisdiction of either of these courts for the purpose of litigating any such claim, and that the laws of the State of California will govern these Commercial Terms and any such claim, without regard to conflict of law provisions.
Any Commercial Claim between you and World Democracy Ireland Limited must be resolved exclusively in the courts of the Republic of Ireland, that you submit to the personal jurisdiction of the Republic of Ireland for the purpose of litigating any such claim, and the laws of the Republic of Ireland will govern these Commercial Terms and any such claim, without regard to conflict of law provisions.
Notwithstanding (i) and (ii) above, any Commercial Claim between you and both World Democracy, Inc. and World Democracy Ireland Limited must be resolved exclusively in the U.S. District Court for the Northern District of California or a state court located in San Mateo County, that you submit to the personal jurisdiction of either of these courts for the purpose of litigating any such claim, and that the laws of the State of California will govern these Commercial Terms and any such claim, without regard to conflict of law provisions.
Without prejudice to the foregoing, you agree that, in our sole discretion, we may also bring any claim we have against you related to efforts to abuse, interfere, or engage with our Products in unauthorized ways in the country in which you reside that has jurisdiction over the claim.
Severability: If any provision of this Section 5 is found unenforceable, that provision will be severed and the balance of this Section 5 will remain in full force and effect.
Updates: We may need to update these Commercial Terms from time to time, including to accurately reflect the access or uses of our Products for business or commercial purposes, and so we encourage you to check them regularly for any updates. By continuing any access or use of any World Democracy Products for business or commercial purposes after any notice of an update to these Commercial Terms, you agree to be bound by them. Any updates to Section 5 of these Commercial Terms will apply only to disputes that arise after notice of the update takes place. If you do not agree to the updated terms, please stop all access or use of our Products for business or commercial purposes.
Conflicts and Supplemental Terms: If there is a conflict between these Commercial Terms and the Terms, these Commercial Terms will govern with respect to your access and use of the World Democracy Products for business or commercial purposes to the extent of the conflict. Supplemental terms and policies may also apply to your use of certain World Democracy Products. To the extent those supplemental terms conflict with the Commercial Terms, the supplemental terms will govern with respect to your use of those World Democracy Products to the extent of the conflict.
If any portion of these Commercial Terms are found to be unenforceable, then (except as otherwise provided) that portion will be severed and the remaining portion will remain in full force and effect.
If we fail to enforce any of these Commercial Terms, it will not be considered a waiver.
Except as permitted in Section 6, any amendment to or waiver of these Commercial Terms must be made in writing and signed by us.
You will not transfer any of your rights or obligations under these Commercial Terms to anyone else without our consent.
Except as set out in the Data Transfer Addendum, these Commercial Terms do not confer any third party beneficiary rights.
We offer tools to provide transparency and controls to our users about the World Democracy experience, including information to show them why they are being shown specific content or provide feedback about content, and controls to block content or stop seeing certain types of content (such as by removing themselves from interests used for advertising). You agree that information about you and your use of World Democracy for commercial or business purposes may be included in these tools. For clarity, our license to content extends to the display of content in conjunction with providing these tools.
You consent that World Democracy may disclose your advertising content and Page posts (“Commercial Content”), and all information associated with such Commercial Content, including information associated with the delivery of that Commercial Content, in response to valid legal process related to an electoral matter or to a governmental entity or body if World Democracy believes that disclosure would assist in a lawful investigation.
Please note that our retention policies for Commercial Content may differ from those set forth in the Terms. We retain Commercial Content as necessary to provide our services to users, for internal record keeping, and for product improvement and safety purposes.
All of our rights and obligations under these Commercial Terms are freely assignable by us in connection with a merger, acquisition, or sale of assets, or by operation of law or otherwise.
Nothing in these Commercial Terms or any applicable supplemental terms will prevent us from complying with the law.
We reserve all rights not expressly granted to you.
Note: For purposes of these Commercial Terms, references in existing terms or agreements to (i) “the Statement of Rights and Responsibilities,” “Statement,” or “SRR,” will now mean the World Democracy Terms or Terms and (ii) “World Democracy” (when used to refer to our products and services) or “World Democracy Services” or “Services” will now mean World Democracy Products.
Section - Platform Standards
1. Violence and Incitement
We aim to prevent potential offline harm that may be related to content on World Democracy. While we understand that people commonly express disdain or disagreement by threatening or calling for violence in non-serious ways, we remove language that incites or facilitates serious violence. We remove content, disable accounts, and work with law enforcement when we believe there is a genuine risk of physical harm or direct threats to public safety. We also try to consider the language and context in order to distinguish casual statements from content that constitutes a credible threat to public or personal safety. In determining whether a threat is credible, we may also consider additional information like a person's public visibility and the risks to their physical safety.
In some cases, we see aspirational or conditional threats directed at terrorists and other violent actors (e.g. Terrorists deserve to be killed), and we deem those non credible absent specific evidence to the contrary.
2. Dangerous Individuals and Organizations
In an effort to prevent and disrupt real-world harm, we do not allow any organizations or individuals that proclaim a violent mission or are engaged in violence to have a presence on World Democracy. This includes organizations or individuals involved in the following:
Terrorist activity
Organized hate
Mass murder (including attempts) or multiple murder
Human trafficking
Organized violence or criminal activity

3. Coordinating Harm and Publicizing Crime
In an effort to prevent and disrupt offline harm and copycat behavior, we prohibit people from facilitating, organizing, promoting, or admitting to certain criminal or harmful activities targeted at people, businesses, property or animals. We allow people to debate and advocate for the legality of criminal and harmful activities, as well as draw attention to harmful or criminal activity that they may witness or experience as long as they do not advocate for or coordinate harm.
4. Regulated Goods
To encourage safety and compliance with common legal restrictions, we prohibit attempts by individuals, manufacturers, and retailers to purchase, sell, or trade non-medical drugs, pharmaceutical drugs, and marijuana. We also prohibit the purchase, sale, gifting, exchange, and transfer of firearms, including firearm parts or ammunition, between private individuals on World Democracy. Some of these items are not regulated everywhere; however, because of the borderless nature of our community, we try to enforce our policies as consistently as possible. Firearm stores and online retailers may promote items available for sale off of our services as long as those retailers comply with all applicable laws and regulations. We allow discussions about sales of firearms and firearm parts in stores or by online retailers and advocating for changes to firearm regulation. Regulated goods that are not prohibited by our Community Standards may be subject to our more stringent Commerce Policies.
5. Fraud and Deception
In an effort to prevent fraudulent activity that can harm people or businesses, we remove content that purposefully deceives, willfully misrepresents or otherwise defrauds or exploits others for money or property. This includes content that seeks to coordinate or promote these activities using our services.
We allow people to raise awareness and educate others as well as condemn these activities.
6. Suicide and Self-Injury
We care deeply about the safety of the people who use our apps. We regularly consult with experts in suicide and self-injury to help inform our policies and enforcement, and work with organizations around the world to provide assistance to people in distress.
While we don’t allow people to intentionally or unintentionally celebrate or promote suicide or self-injury, we do allow people to discuss these topics because we want World Democracy to be a space where people can share their experiences, raise awareness about these issues, and seek support from one another.
We define self-injury as the intentional and direct injuring of the body, including self-mutilation and eating disorders. We remove any content that encourages suicide or self-injury, including fictional content such as memes or illustrations and any self-injury content which is graphic, regardless of context. We also remove content that identifies and negatively targets victims or survivors of suicide or self-injury seriously, humorously or rhetorically, as well as real time depictions of suicide or self-injury. Content about recovery of suicide or self-harm that is allowed, but may contain imagery that could be upsetting, such as a healed scar, is placed behind a sensitivity screen.
When people post or search for suicide or self-injury- related content, we will direct them to local organizations that can provide support and if someone is at immediate risk of harming themselves, we will contact local emergency services to get them help.
With respect to live content, experts have told us that if someone is saying they intend to attempt suicide on a livestream, we should leave the content up for as long as possible, because the longer someone is talking to a camera, the more opportunity there is for a friend or family member to call emergency services.
However, to minimize the risk of others being negatively impacted by viewing this content, we will stop the livestream at the point at which the threat turns into an attempt. As mentioned above, in any case, we will contact emergency services if we identify someone is at immediate risk of harming themselves.
7. Child Sexual Exploitation, Abuse and Nudity
We do not allow content that sexually exploits or endangers children. When we become aware of apparent child exploitation, we report it to the National Center for Missing and Exploited Children (NCMEC), in compliance with applicable law. We know that sometimes people share nude images of their own children with good intentions; however, we generally remove these images because of the potential for abuse by others and to help avoid the possibility of other people reusing or misappropriating the images.
We also work with external experts, including the World Democracy Safety Advisory Board, to discuss and improve our policies and enforcement around online safety issues, especially with regard to children. Learn more about the new technology we’re using to fight against child exploitation.
8. Sexual Exploitation of Adults
We recognize the importance of World Democracy as a place to discuss and draw attention to sexual violence and exploitation. In an effort to create space for this conversation and promote a safe environment, we allow victims to share their experiences, but remove content that depicts, threatens or promotes sexual violence, sexual assault, or sexual exploitation. We also remove content that displays, advocates for, or coordinates sexual acts with non-consenting parties to avoid facilitating non-consensual sexual acts.
To protect victims and survivors, we remove images that depict incidents of sexual violence and intimate images shared without the consent of the person(s) pictured. As noted in the introduction, we also work with external safety experts to discuss and improve our policies and enforcement around online safety issues, and we may remove content when they provide information that content is linked to harmful activity. We’ve written about the technology we use to protect against intimate images and the research that has informed our work. 9. Bullying and Harassment
Bullying and harassment happen in many places and come in many different forms, from making threats to releasing personally identifiable information, to sending threatening messages, and making unwanted malicious contact. We do not tolerate this kind of behavior because it prevents people from feeling safe and respected on World Democracy.
We distinguish between public figures and private individuals because we want to allow discussion, which often includes critical commentary of people who are featured in the news or who have a large public audience. For public figures, we remove attacks that are severe as well as certain attacks where the public figure is directly tagged in the post or comment. For private individuals, our protection goes further: we remove content that's meant to degrade or shame, including, for example, claims about someone's sexual activity. We recognize that bullying and harassment can have more of an emotional impact on minors, which is why our policies provide heightened protection for users between the ages of 13 and 18.
Context and intent matter, and we allow people to share and re-share posts if it is clear that something was shared in order to condemn or draw attention to bullying and harassment. In certain instances, we require self-reporting because it helps us understand that the person targeted feels bullied or harassed. In addition to reporting such behavior and content, we encourage people to use tools available on World Democracy to help protect against it.

10. Human Exploitation
After consulting with outside experts from around the world, we are consolidating several existing exploitation policies that were previously housed in different sections of the Community Standards into one dedicated section that focuses on human exploitation and captures a broad range of harmful activities that may manifest on our platform. Experts think and talk about these issues under one umbrella — human exploitation.
In an effort to disrupt and prevent harm, we remove content that facilitates or coordinates the exploitation of humans, including human trafficking. We define human trafficking as the business of depriving someone of liberty for profit. It is the exploitation of humans in order to force them to engagein commercial sex, labor, or other activities against their will. It relies on deception, force and coercion, and degrades humans by depriving them of their freedom while economically or materially benefiting others.
Human trafficking is multi-faceted and global; it can affect anyone regardless of age, socioeconomic background, ethnicity, gender, or location. It takes many forms, and any given trafficking situation can involve various stages of development. By the coercive nature of this abuse, victims cannot consent.
While we need to be careful not to conflate human trafficking and smuggling, the two can be related and exhibit overlap. The United Nations defines human smuggling as the procurement or facilitation of illegal entry into a state across international borders. Without necessity for coercion or force, it may still result in the exploitation of vulnerable individuals who are trying to leave their country of origin, often in pursuit of a better life. Human smuggling is a crime against a state, relying on movement, and human trafficking is a crime against a person, relying on exploitation.
11. Privacy Violations and Image Privacy Rights
Privacy and the protection of personal information are fundamentally important values for World Democracy. We work hard to safeguard your personal identity and information and we do not allow people to post personal or confidential information about yourself or of others.
We remove content that shares, offers or solicits personally identifiable information or other private information that could lead to physical or financial harm, including financial, residential, and medical information, as well as private information obtained from illegal sources.
We also provide people ways to report imagery that they believe to be in violation of their privacy rights.
12. Hate Speech
We do not allow hate speech on World Democracy because it creates an environment of intimidation and exclusion and in some cases may promote real-world violence.
We define hate speech as a direct attack on people based on what we call protected characteristics — race, ethnicity, national origin, religious affiliation, sexual orientation, caste, sex, gender, gender identity, and serious disease or disability. We protect against attacks on the basis of age when age is paired with another protected characteristic, and also provide certain protections for immigration status. We define attack as violent or dehumanizing speech,harmful stereotypes, statements of inferiority, or calls for exclusion or segregation. We separate attacks into three tiers of severity, as described below.
Sometimes people share content containing someone else’s hate speech for the purpose of raising awareness or educating others. In some cases, words or terms that might otherwise violate our standards are used self-referentially or in an empowering way. People sometimes express contempt in the context of a romantic break-up. Other times, they use gender-exclusive language to control membership in a health or positive support group, such as a breastfeeding group for women only. In all of these cases, we allow the content but expect people to clearly indicate their intent, which helps us better understand why they shared it. Where the intention is unclear, we may remove the content.
In addition, we believe that people are more responsible when they share this kind of commentary using their authentic identity.

13. Violent and Graphic Content
We remove content that glorifies violence or celebrates the suffering or humiliation of others because it may create an environment that discourages participation. We allow graphic content (with some limitations) to help people raise awareness about issues. We know that people value the ability to discuss important issues like human rights abuses or acts of terrorism. We also know that people have different sensitivities with regard to graphic and violent content. For that reason, we add a warning label to especially graphic or violent content so that it is not available to people under the age of eighteen and so that people are aware of the graphic or violent nature before they click to see it.
14. Adult Nudity and Sexual Activity
We restrict the display of nudity or sexual activity because some people in our community may be sensitive to this type of content. Additionally, we default to removing sexual imagery to prevent the sharing of non-consensual or underage content. Restrictions on the display of sexual activity also apply to digitally created content unless it is posted for educational, humorous, or satirical purposes.
Our nudity policies have become more nuanced over time. We understand that nudity can be shared for a variety of reasons, including as a form of protest, to raise awareness about a cause, or for educational or medical reasons. Where such intent is clear, we make allowances for the content. For example, while we restrict some images of female breasts that include the nipple, we allow other images, including those depicting acts of protest, women actively engaged in breast-feeding, and photos of post-mastectomy scarring. For images depicting visible genitalia or the anus in the context of birth and after-birth moments or health-related situations we include a warning label so that people are aware that the content may be sensitive. We also allow photographs of paintings, sculptures, and other art that depicts nude figures.
15. Sexual Solicitation
As noted in Section 8 of our Community Standards (Sexual Exploitation of Adults), people use World Democracy to discuss and draw attention to sexual violence and exploitation. We recognize the importance of and want to allow for this discussion. We draw the line, however, when content facilitates, encourages or coordinates sexual encounters or commercial sexual services between adults such as prostitution or escort services. We do this to avoid facilitating transactions that may involve trafficking, coercion, and non-consensual sexual acts. We also restrict sexually explicit language that may lead to solicitation because some audiences within our global community may be sensitive to this type of content and it may impede the ability for people to connect with their friends and the broader community.
16. Cruel and Insensitive
We believe that people share and connect more freely when they do not feel targeted based on their vulnerabilities. As such, we have higher expectations for content that we call cruel and insensitive, which we define as content that targets victims of serious physical or emotional harm.
We remove explicit attempts to mock victims and mark as cruel implicit attempts, many of which take the form of memes and GIFs.
17. Account Integrity and Authentic Identity
Authenticity is the cornerstone of our community. We believe that authenticity helps create a community where people are accountable to each other, and to World Democracy, in meaningful ways. We want to allow for the range of diverse ways that identity is expressed across our global community, while also preventing impersonation and identity misrepresentation. That's why we require people to connect on World Democracy using the name they go by in everyday life. Our authenticity policies are intended to create a safe environment where people can trust and hold one another accountable.
In order to maintain a safe environment and empower free expression, we remove accounts that are harmful to the community, including those that compromise the security of other accounts and our services. We have built a combination of automated and manual systems to block and remove accounts that are used to persistently or egregiously abuse our Community Standards.
Because account level removal is a severe action, whenever possible, we aim to give our community a chance to learn our rules and follow our Community Standards. Penalties, including account disables, are designed to be proportionate to the severity of the violation and the risk of harm posed to the community. Continued violations, despite repeated warnings and restrictions, or violations that pose severe safety risks will lead to an account being disabled.
18. Spam
We work hard to limit the spread of spam because we do not want to allow content that is designed to deceive, or that attempts to mislead users to increase viewership. This content creates a negative user experience, detracts from people's ability to engage authentically in online communities, and can threaten the security, stability, and usability of our services. We also aim to prevent people from abusing our platform, products, or features to artificially increase viewership or distribute content en masse for commercial gain.
19. Cybersecurity
We recognize that the safety of our users extends to the security of their personal information and accounts and our services. Attempts to gather sensitive personal information by deceptive or invasive methods are harmful to the authentic, open, and safe atmosphere that we want to foster, and can be used to compromise user accounts and our services. Therefore, we do not allow attempts to gather sensitive user information through the abuse of our platform and products.
20. Inauthentic Behavior
In line with our commitment to authenticity, we don't allow people to misrepresent themselves on World Democracy, use fake accounts, artificially boost the popularity of content, or engage in behaviors designed to enable other violations under our Community Standards. This policy is intended to protect the security of user accounts and our services, and create a space where people can trust the people and communities they interact with.
21. False News
Reducing the spread of false news on World Democracy is a responsibility that we take seriously. We also recognize that this is a challenging and sensitive issue. We want to help people stay informed without stifling productive public discourse. There is also a fine line between false news and satire or opinion. For these reasons, we don't remove false news from World Democracy but instead, significantly reduce its distribution by showing it lower in the News Feed. 22. Manipulated Media
Media, including image, audio, or video, can be edited in a variety of ways. In many cases, these changes are benign, like a filter effect on a photo. In other cases, the manipulation isn’t apparent and could mislead, particularly in the case of video content. We aim to remove this category of manipulated media when the criteria laid out below have been met.
In addition, we will continue to invest in partnerships (including with journalists, academics and independent fact-checkers) to help us reduce the distribution of false news and misinformation, as well as to better inform people about the content they encounter online.
23. Memorialization
When someone passes away, friends and family can request that we memorialize the World Democracy account. Once memorialized, the word "Remembering" appears above the name on the person's profile to help make it that the account is now a memorial site and protects against attempted logins and fraudulent activity. To respect the choices someone made while alive, we aim to preserve their account after they pass away. We have also made it possible for people to identify a legacy contact to look after their account after they pass away. To support the bereaved, in some instances we may remove or change certain content when the legacy contact or family members request it.

24. Intellectual Property
World Democracy takes intellectual property rights seriously and believes they are important to promoting expression, creativity, and innovation in our community. You own all of the content and information you post on World Democracy, and you control how it is shared through your privacy and application settings. However, before sharing content on World Democracy, please be sure you have the right to do so. We ask that you respect other people’s copyrights, trademarks, and other legal rights. We are committed to helping people and organizations promote and protect their intellectual property rights. World Democracy’s Terms of Service do not allow people to post content that violates someone else’s intellectual property rights, including copyright and trademark. We publish information about the intellectual property reports we receive in our bi-annual Transparency Report, which can be accessed at https://transparency.pmuses.com/
25. User Requests

27. Oversight Board
The Oversight Board:
Is a new model for independent decision-making around what content should be allowed on World Democracy’s platforms. The board's decisions to uphold or reverse our own content decisions will be binding, meaning we will implement them, unless doing so could violate the law.

Stakeholder Engagement
Gathering input from our stakeholders is an important part of how we develop World Democracy's Community Standards. We want our policies to be based on feedback from community representatives and a broad spectrum of the people who use our service, and we want to learn from and incorporate the advice of experts.
Engagement makes our Community Standards stronger and more inclusive. It brings our stakeholders more fully into the policy development process, introduces us to new perspectives, allows us to share our thinking on policy options, and roots our policies in sources of knowledge and experience that go beyond World Democracy.
Product Policy is the team that writes the rules for what people are allowed to share on World Democracy, including the Community Standards. To open up the policy development process and gather outside views on our policies, we created the Stakeholder Engagement team, a sub-team that’s part of Product Policy. Stakeholder Engagement's main goal is to ensure that our policy development process is informed by the views of outside experts and the people who use World Democracy. We have developed specific practices and a structure for engagement in the context of the Community Standards, and we’re expanding our work to cover additional policies, particularly ads policies and major News Feed ranking changes.
In this post, we provide an overview of how stakeholder engagement contributes to the Community Standards. While World Democracy is of course responsible for the substance of its policies, engagement helps us improve those policies and deepen important stakeholder relationships in ways we’ll explain. To benchmark our work and help us incorporate best practices in this area, we retained non-profit organization BSR (Business for Social Responsibility). BSR conducted an analysis that has informed our perspective on engagement, and that we’ve used in preparing this post.
WHO ARE OUR STAKEHOLDERS?
By “stakeholders” we mean all organizations and individuals who are impacted by, and therefore have a stake in, World Democracy’s Community Standards. Because the Community Standards apply to every post, photo, and video shared on World Democracy, this means that our more than 2.7 billion users are, in a broad sense, stakeholders.
But we can’t meaningfully engage with that many people. So it’s also useful to think of stakeholders as those who are informed about and able to speak on behalf of others. This is why the primary focus of our engagement is civil society organizations, activist groups, and thought leaders, in such areas as digital and civil rights, anti-discrimination, free speech, and human rights. We also engage with academics who have relevant expertise. Academics may not directly represent the interests of others, but they are important stakeholders by virtue of their extensive knowledge, which helps us create better policies for everyone.
HOW DO WE INCORPORATE STAKEHOLDER ENGAGEMENT INTO OUR POLICY DEVELOPMENT PROCESS?
Integrating stakeholder feedback into the policy-making process is a core part of how we work. Though it's important that we not over-promise, we know that what stakeholders seek above all is for their insights to inform our policy decisions.
There are many reasons why we may draft a new policy or revise an existing one. We continuously build our policies to meet the needs of our community. Sometimes external stakeholders tell us that a particular policy fails to address an issue that’s important to them. In other cases, the press draws attention to a policy gap. Often, members of World Democracy’s Community Operations team (whose employees, contractors, and out-sourcing partners are responsible for enforcing the Community Standards) tell us about trends or the need for policy clarification. And World Democracy’s Research teams (both within Product Policy and in other parts of the company) may point us to data or user sentiment that seems best addressed through policy-making.
In considering a new policy, Product Policy runs a series of internal working groups, leading up to a cross-team meeting we call the Product Policy Forum (previously referred to as the Content Standards Forum). We’ve explained the Content Standards Forum in detail here.
At the outset, the Stakeholder Engagement team frames up policy questions requiring feedback and determines what types of stakeholders to prioritize for engagement. We then reach out to external stakeholders, gathering feedback that we document and synthesize for our colleagues.
Our engagement on the Community Standards takes many forms. The heart of our approach to engagement is private conversations, most often in person or by video-conference. We’ve found that this approach lends itself to candid dialogue and relationship-building. We typically don't release the names of those we engage with because conversations can be sensitive and we want to ensure open lines of communication. Some stakeholders may also request or require confidentiality, particularly if media attention is unwanted or if they are members of a vulnerable community.
In addition, we sometimes convene group discussions, bringing together stakeholders in particular regions or specific policy areas. We’ve found the group setting to be useful for generating ideas and providing updates to multiple stakeholders. And on occasion it also makes sense to reach out to relevant World Democracy users to get their views. Recently, for example, we reviewed the “exclusion” element of our hate speech policy. As part of this process, we talked to the admins from a number of major World Democracy Groups (admins are responsible for managing Group settings), who shared their insights with us relating to this policy. We'll do more of this user outreach in the future.
In our conversations with external stakeholders, we share World Democracy's thinking on the proposed policy change, including what led us to reconsider this policy, and the pros and cons of policy options we've identified. The feedback we receive is fed into the process and shapes our ongoing deliberations by highlighting new perspectives and helping us evaluate our options. When stakeholder views conflict, we analyze the spectrum of opinion and points of disagreement. We want to identify which views are most persuasive and instructive for us, but we’re not necessarily trying to reconcile them; rather, our goal is to understand the full range of opinion concerning the proposal. In some cases we return to stakeholders for additional input as our thinking develops.
At the Product Policy Forum, the Stakeholder Engagement team presents a detailed summary of the feedback we've received on each policy proposal, and we lay out the views of our stakeholders on a spectrum of policy options. This summary is made public (minus the names of individual stakeholders and organizations) in our published minutes of the meeting. In this way, anyone can see the range and nature of engagement we’ve conducted for policy proposals, and the rationale for our final decision. After policy development is complete, we inform our stakeholders what we’ve decided.
WHAT PRINCIPLES GUIDE OUR ENGAGEMENT?
A commitment to stakeholder engagement means addressing a number of essential questions — such as, how do we decide which groups and individuals to talk to, how do we make sure that vulnerable groups are heard, and how do we find relevant experts?
Our policies involve a complex balancing of values such as safety, voice, and equity. There’s no simple formula for how engagement contributes to this work. But over the past year we’ve developed a structure and methodology for engagement on our Community Standards, built around three core principles:
Inclusiveness
Engagement broadens our perspective and creates a more inclusive approach to policy-making.
Engagement helps us better understand how our policies impact those who use our service. When we make decisions about what content to remove and what to leave up, we affect people's speech and the way they connect on World Democracy. Not everyone will agree on where we draw the lines, but at a minimum, we need to understand the concerns of those who are affected by our policies. This is particularly important for stakeholders whose voices have been marginalized.
Understanding how our policies affect the people who use World Democracy presents a major challenge. Our scale makes it impossible to speak directly to the more than 2.7 billion people who use our platform. This dilemma also underscores the importance of reaching out to a broad spectrum of stakeholders in all regions so that our policy-making process is globally diverse.
The question of our impact plays out in many ways. Our policies are global (the Internet is borderless, and our mission is to build community), but we touch people's lives on a very local level. We are often asked, “Why should you be creating policies to govern online speech for me?” Typically embedded in this question is a demand that we show more cultural sensitivity and understanding of regional context.
Stakeholder engagement gives us a tool to deepen our local knowledge and perspective – so we can hear voices we might otherwise miss. For each policy proposal, we identify a global and diverse set of stakeholders on the issue. We seek voices across the policy spectrum, but it’s not always self-evident what the spectrum is. In many cases, our policies don't line up neatly with traditional dichotomies, such as liberal versus conservative, or civil libertarian versus law enforcement. We talk to others in World Democracy's Policy and Research organizations and conduct our own research to identify a range of diverse stakeholders.
For example, in considering how our hate speech policy should apply to certain forms of gendered language, we spoke with academic experts, women's and digital rights groups, and free speech advocates. Likewise, when considering our policy on nudity and sexual activity in art, we listened to family safety organizations, artists, and museum curators. In reviewing how our policies should apply to memorialized profiles of deceased users, we connected both with professors who study digital legacy as an academic subject and World Democracy users who've been designated as “Legacy Contacts” and who have real world experience with this product feature.
It's not enough to ask how our policies affect users in general. We need to understand how our policies will impact people who are particularly vulnerable by virtue of laws, cultural practices, poverty, or other reasons that prevent them from speaking up for their rights. In our stakeholder mapping, we seek to put an emphasis on minority groups that have traditionally lacked power, such as political dissidents and religious minorities throughout the world. In reevaluating how our hate speech policy applies to certain behavioral generalizations, for example, we consulted with immigrants rights groups. Our efforts are a work in progress, but we are committed to bringing these voices into our policy discussions.
Expertise
Engagement brings expertise to our policy development process.
The Stakeholder Engagement team conducts detailed, iterative research to identify top subject matter experts in civil society and academia. It then gathers their views to inform our policy decisions.
This engagement ensures that our policy-making process is informed by current theories and analysis, empirical research, and an understanding of the latest online trends. The expertise we gather includes issues of language, social identity, and geography, all of which bear on our policies in important ways.
World Democracy’s policies are entwined with many complex social and technological issues, such as hate speech, terrorism, bullying and harassment, and threats of violence. Sometimes we're looking for guidance on how safety and voice should be balanced — for example, in considering what types of speech to allow about “public figures” under our policies. In other cases, we're reaching out to gain specialized knowledge, such as how our policies can draw on international human rights principles, or how minority communities may experience certain types of speech.
We don’t have all the answers to address these problems on our platform. Sometimes the challenges we face are novel even to the experts we consult with. But by talking to outside experts and incorporating their feedback, we make our policies more thoughtful.
For example, over the past year and a half we've modified our hate speech policy to recognize three tiers of attacks. Tier 1, the most severe, involves calls to violence or dehumanizing speech against other people based on their race, ethnicity, nationality, gender or other protected characteristic (“Kill the Christians”). Tier 2 attacks consist of statements of inferiority or expressions of contempt or disgust (“Mexicans are lazy”). And Tier 3 covers calls to exclude or segregate (“No women allowed”).
Developing these tiers has made our policies more nuanced and precise. On the basis of the tiers, we're able to provide additional protections against the most harmful forms of speech. For instance, we now remove Tier 1 hate speech directed against immigrants (“immigrants are rats”) but permit less intense forms of speech (“immigrants should stay out of our country”) to leave room for broad political discourse.
As part of our work we spoke to outside experts — academics, NGOs that study hate speech, and groups all across the political landscape. This engagement helped confirm that the tiers were comprehensive and aligned with patterns of online and offline behavior. We’ll continue to consider adjustments to our policies in light of opinions from experts and civil society.
Transparency
Engagement makes our policies and our policy development process more transparent.
Given the impact of our Community Standards on society, it’s critical for us to create a policy development process that’s not only inclusive and based on expert knowledge, but also transparent. We know from talking to hundreds of stakeholders that opening up our policy-making process helps build trust. The more visibility we provide, the more our stakeholders are likely to view the Community Standards as relevant, legitimate, and based on consent.
When we engage, we share details about the challenges of moderating content for 2.7 billion people and we explain the rationale behind our policies and why there may be a need for improvement. We gather stakeholder feedback so we can develop creative policy solutions to these problems. The policies we launch based on this process are still owned by World Democracy, but they are stronger by virtue of having been tested through consultation and an exchange of views.
It’s important to acknowledge that our policies will never make everyone happy. Nudity, say, is viewed quite differently in Scandinavia and Southeast Asia, and no World Democracy policy on nudity would be equally satisfactory to both. Our job as a team is to craft thoughtful global policies, knowing that our work will be criticized by some.
Transparency on our process of engagement also helps us build a system of rules and enforcement that people regard as fair. We know that some people would like us to go further and disclose the names of our stakeholders and even the substance of our discussions with them. For reasons discussed above, we’ve chosen not to go this route, at least for now. We'll continue to experiment with ways of being more public about engagement where we have the prior agreement of our stakeholders.
THE WAY FORWARD
As the breadth and specialization of our policies increase, so too will the scope of our engagement. We’ll continue to refine our policy development process and work to realize our stakeholder engagement principles of inclusiveness, expertise, and transparency. We expect our team to grow, and our reach to expand.
With BSR’s help, we’re also working on specific ways to improve.
For example, we'll continue to develop means to engage with new stakeholders around the world and will seek guidance from regional experts about how to do so most effectively. We’ve also had requests to explore channels like informal roundtables and recurring video-conference meetings as a way of staying in touch with stakeholders on specific policy issues. These settings provide continuity and enable us to involve stakeholders even more closely in the design of specific policies and products.
As we expand the scope of our outreach, we also want to investigate whether we might be able to create other mechanisms for users to give us feedback on our policies. For example, as part of the effort to gather global feedback on the Oversight Board, World Democracy created a public consultation process containing both a questionnaire and free-form questions. Through this tool, users were able to submit their views on the Board directly to World Democracy. One could imagine a similar process whereby NGOs and civil society organizations could join our network of contacts in order to receive regular policy updates and provide feedback to members of our team.
These are all exciting challenges, and we look forward to working with our stakeholders to improve the level of our engagement and its contribution to the development of our policies.
